    Abstract: 中文摘要住宅價格指數是衡量不動產市場景氣波動的一項重要指標,在各項市場面的運用如不動產證券化中資產價值波動的評估、房價趨勢的判斷,以及政府相關政策之研擬等等,均是最需要的基本資訊。過去由於市場價格資料極度缺乏,因此我國尚未建立一套具公信力、長期、跨區域的價格指標。而現有的價格資料多由業者自行發布,且多限於局部地區,代表性及公信力也不足,造成產、官、學各界對房價趨勢仍各自表達。其影響所及乃至於如證券化、不良資產評估、甚至未來景氣趨勢判斷等運用均不易推動。因此,建立長時間、跨區域、不同次市場的住宅價格指數有其迫切的重要性。由於現行登記作業無法蒐集一般買賣的真實成交價格,因此成交價格並不容易蒐集,且涵蓋區域也有限;但近來頗受注目的法拍屋市場則有各地區的大量成交實例,透過針對法拍拍定實例的分析,可建立橫斷面的「法拍屋價格指數」,不僅可以提供作為各地房價比較的參考依據,對法院在擬定合理底價上也有幫助。此外,透過聯結內政部建築研究所舉辦之台灣地區購屋需求動向調查,以及各仲介公司所蒐集到的成交實例,也可編制「中古屋價格指數」,就不同次市場的角度,提供具公信力、涵蓋多個縣市、可定期發布的住宅價格指數,作為各界運用之參考。Housing Price Indexes(HPI) is fundamental to measure housing price, REIT?H?Hs ,and policy. Because of the price lack, there is no price indicator with official, long-time. Some indicator is less credit from real estate company so that each airs his own views and hard to push like REIT?H?Hs, MBS, real estate cycle etc. This is important to build long-time, cross-area, submarket HPI. Because of no transaction price in official land administration, there is no easy to collect. But there are much case in auction house. We can build cross-section auction housing price indexes. Not only for the housing price compare, but also to decide the base price of auction. Otherwise, we can use the Housing Demand Survey by ABRI and the transaction case by agent company to improve the HPI.
