    Abstract: 本計畫緣起,係在全球經濟與大陸磁吸效應下,台灣工業區土地價格與低廉勞動力等生產要素的優勢正在流失中,近年來工業區滯銷土地與關廠家數不斷增加,亦說明在全球經濟效應作用下,工業區吸引廠商進駐,作為製造業生產基地的條件,也在持續衰退中。但台灣近卅年的工業化進程,已發展出相當程度之技術水平、生產資本與生產網路,惟國際市場通路與研發關鍵技術,仍借重跨國企業與少數高科技製造業的全球佈局與引進。故如何維持台灣工業區製造業生產基地之優勢條件,持續促進創新及技術提升,促成生產網路之緊密發展,進而研擬工業區作為吸引跨國直接投資與廠商海外設廠回流基地,勢必成為未來產業政策上重要議題。為因應全球經濟與大陸磁吸效應,思考如何維持工業區製造業生產基地條件,從暨有產業群核心技術與生產網路,行銷包裝與專區研擬,吸引跨國直接投資與海外台商回流,重新提升台灣工業區作為國家製造業生產基地的價值。配合目標達成,本計畫主要任務界定為:〈一〉 建立「跨國企業、海外台商群聚與移動的調查分析方法及基本資料庫」,先期掌握產業動向及預判產業需求。〈二〉舉辦「各式招商說明會、經營座談」,吸引跨國企業及海外台商,結合本地工業區產業群聚、生產網路、政府與民間資源,於本地工業區設廠投資。〈三〉研擬「產業生產網路專區與獎勵輔導措施」,定點適時投入政府與民間輔導資源,提高本地工業區競爭力及附加價值。 Industrial spaces and economies in Taiwan have since the late 1980s experienced a dramatic deindustrialization change due to transition in global manufacturing system and associated emerging China in the world system. In order to fully understand the industrial and spatial reorganization, this research aims at investigating industrial cluster development through an industrial survey and a wide field work on production chain and spatial relation of the industrial parks developed by Industrial Development Bureau. Based on the survey and field work results, strategic planning and implication for Taiwan industrial transformating are also discussed as policy inputs to future industrial park development. With reference to industrial cluster and learning region theories, the contents of this study are divided into following four parts.First,literature reviews on global manufacturing and spatial changes, industrial cluster theory and new regionalism,industrial clustering development survey on Taiwan. Second,industrial parks and associated spatial linkages in mainland China.Third strategic planning for future policy development in Taiwan.Fourth industrial spaces, and experimental policy rehearsal for industrial recruitments.
