    Abstract: 近代科技的日新月異使得傳播媒體的形式亦不斷地推陳出新,所有的文字、聲音、影像、動畫資訊都可以轉換成為數位資訊,透過電腦或其他數位交換工具直接傳到每一個人手中。資訊接受者不但可以接收、取捨、儲存各式各樣的資料,更可以進行雙向溝通,將自己的意見直接反映給資訊傳輸者。近幾年來蓬勃發展的網際網路不但具備了雙向傳輸的功能,更由於它在功能和應用層面的不斷擴大,使得人類的生活方式產生了重大的變化,從個人的起居作息、購物、娛樂、交友,學習到機構、團體、企業、市場、政府、乃至國家的運作都受到極大的影響和改變。政府方面,全面推展電子化政府、強調資訊行政已成為首要行政革新重點,而與政府運作息息相關的政治傳播方面也有了與時並進新貌,本研究有以下幾項目的:觀察與記錄主要政策議題網站所提出的議題與政策理念,分析其異同及對政府政策的影響。探討網路媒體在台灣政策過程所扮演的角色,評估網路媒體在台灣政策過程所扮演的角色,評估網路媒體、實際政策、與電子化政府的關聯。持續觀察與記錄所選定各網站規劃與運用網路媒體的情形並評估其成效。 Because the formats of mass communication upgrade dramatically, digital information, converted from words, voice, video, and motion pictures, can be dispersed to everyone through computers or other electronic instruments. Audience can receive, select, and store all kinds of data. They can also communicate with message senders bilaterally. Because its functions and applications become broader, the growing computer-mediated communication helps people to communicate with each other through internet bilaterally, and it can also be applied to individuals’ daily life, shopping, friends making, and studying. In addition, it also affects operation of institutions, groups, business, markets, governments, and nations. As to governments, electronic government and information administration become focuses of government reinventing, and political communication, operated closely with governing, has a new face. The purposes of this research are as follows: we observe and record major issues and policies presented by governmental and civil web sites, analyze similarities and discrepancies between two kinds of sites, and their effects from civil web sites on policy making. We also would like to explore the roles played by internet media on the process of policy making in Taiwan, and to evaluate the linkage among internet media, public policies, and electronic government. We keep track those selected web sites to evaluate their influence on policies.
