    摘要: 自1950年代起我國政府進行行政業務電腦化,與始自1997年所推動政府電子化,至今總計超過四十年的電腦化與資訊化之發展。在資訊化之後的政府機關,其行政業務與流程受到資訊科技相當大的影響。除了相對業務量的增加與多樣化,以及顯然不足的編制額度外,其資訊人才的進用、培訓與發展更將實質影響未來電子化政府延續推展之可行性。再則,在政府資訊預算方面,由於以往中央與地方政府並未針對資訊與電子化政府業務而有獨立的預算、決算科目與分類,導致政府在資源投入及運用上未能有精確掌握,而對其績效衡量力有未逮。因此,為使中央與地方政府對日益擴展的電子化政府,以及所需基礎資源的相關議題有更明確的掌握,本研究首先針對政府資訊人力與預算的現況進行調查與瞭解,包括此兩項資源在我國的內涵與制度,並且在現況的基礎上,深入蒐集從過去到現今的現況與未來將面臨的挑戰,以及其因應對策進行研究調查,並希冀可以因應未來數位治理所需求的人力及預算提出因應策略與短中長期方案。除針對國內資訊人力與預算進行研究調查之外,作為「國際政府資訊科技理事會」(International Council for Information Technology in Government Administration,簡稱ICA,網址:http://www.ica-it.org)的會員國,將配合ICA進行2008年的政府資訊人力調查。我國已於2007年7-9月針對各國的政府資訊人力相關議題進行初步調查,並且於當年10月份所舉辦第41屆年會中發表調查研究成果。本研究關於上述我國政府資訊人力的現況、挑戰與因應之調查研究成果,將與2008年ICA會員國的政府資訊人力調查相配合,並將各國資訊預算制度現況做為本研究探討政府資訊預算制度時之研究參考,以期獲致國內外調查對比與相互參考的研究成效。最後,為充分了解國內資訊人力的配置以及未來發展能與國外接軌,本計劃將分成兩大階段進行:第ㄧ階段是先以中央政府與台北、高雄兩市各單位進行調查,瞭解負責推動電子化政府相關業務單位與資訊單位之人力現況配置與課責機制,並分析其現況之挑戰與困境;同時透過國際合作進行資訊人力調查以及與國外參訪學者之互動,了解國內外在此方面發展之差異,並尋找出我國可與國際接軌之方案,並將研究成果發表與;第二階段將著重於地方政府負責推動電子化政府相關業務單位與資訊單位之人力現況配置調查,瞭解其處境與中央政府、北高兩市之異同,進而提出可行性方案以利日後台灣資訊人力發展之應用。 Taiwan government has realized digitalized administration since 1950, and the project of e-government since 1997. In the four decades, the center government has developed computerization and digitalization in organizational equipments and the administrative processes. In addition to improve hardware equipments in organization, currently the government has applied ICT to deal with inter-organizational data and administrative works in order to accord with public services toward the customer-center orientation. Therefore, these impetuses from the government require two basic foundations-IT human resources and IT budget-to carry out the goals of e-government, such as efficiency and convenience of public services. The IT effects originated from digitalization in the public sectors are the diversity of administrative works and the increase of administrative loading; therefore, it is worthy to reconsider the personnel systems of IT members, such as recruitment, merit system and training, which incrementally influence the realization of e-government. Further, upon IT budget, the governments including local governments do not have their own IT budget, accounting categories and distribution, which have caused the inaccurate input of IT sources and application, and imbalance of merits. Therefore, this research aims to explore the status quo of IT manpower and budget in the center and local governments. Based on the status quo, the study deeply examines the past situation and the future challenges, and finally provides the strategy to solve these problems and challenges. Moreover, the research procedure is as follows: As one of members in International Council for Information Technology in Government Administration (ICA, http://www.ica-it.org), the research will be accordance with the 2008 ICA investigation of IT manpower with other members, and presented the report in the conference. The research team intends to cooperate with The Bedrosian Center on Governance and the Public Enterprise in the School of Policy, Planning, and Development, USC in order to establish the database of IT human resources and learn the e-training program for IT members. The research team will invite the researchers from The Bedrosian Center and other countries, such as India, to visit Taiwan at the purpose of assisting us in the project and attending the conference for academic interactions.
