    Abstract: 行政院研考會自民國五十八年起即負責政府行政機關考成之業務,為因應環境需要,先後歷經十次修正。各階段之考成業務雖有不同的重點,甚至不同的形式,但是針對政府相關施政成效的確實檢討,以及積極發覺問題的基本精神卻始終如一。 就政策科學的觀點而言,進行政策評估的的理由不外乎:檢測政策方案的完成程度;符合經費補助之要求;達到資料蒐集的目的;促成政策方案的選擇;作為政策調整或改進的參考;累積政策經驗提供未來學習。各級行政機關之工作考成業務即是典型的政策評估工作,當前行政院推行「政府再造」的政策不遺餘力,期望能建立一個高效率的企業型政府,而工作考成攸關行政機關績效之評估,因此,工作考成制度之績效究竟如何?實值得吾人進一步加以探討。 本研究擬探討以下主題: l. 企業型政府如何進行績效評估? 首先釐清何謂「企業型政府」,並收集分析國外相關政府績效評估之最新做法。透過後設評估﹝meta-evaluation﹞的觀點,建構檢視我國現行考成制度的理論基礎。 2. 現行工作考成作業的運作實效為何?主要困境或成果為何? 透過深度訪談與文獻資料的檢視,了解我國現行考成制度的成效;並藉此釐清現行考成制度的執行困境為何?作為構思改進方案的基礎。 3. 改革現行工作考成作業評估指標的方式為何? 綜合前述的理論討論與實務的檢視,本研究擬提出改進現行考成制度的具體步驟與方式,以供制度改革之參考。 This paper apply literature review, brainstorming, interview research methods to exploring the questions list below: How entrepreneurial government make performance evaluatoin ? What are the effects and difficulties of the program evaluation ? To improve the indicators of program evaluation, what processes or steps should be taken ? The paper conclude the study as follow: The item of evaluation should combine with the organizational strategy. The item of evaluation should be more concrete. The evaluaiton process should take use of outsider evaluator. The outcome of evaluation should combine with the organizational budeget. The outcome of evaluation should be the base of performance-base pay. The evaluation process should take longitudinal view. The government should construct the spcificational and professional peformance management system. The government should promot the performance management system of local government.
