    Title: 台灣省政府功能業務與組織調整效益初步評估

    Abstract: 在省府組織調整之整體成效評估上,本研究擬就精省作業目標,衡量相關之政策評估標準,從政策法規、財政經濟、及顧客導向三層面,建立相關主、客觀評估指標,以評估其實際成效。 一、政策法規面評估 政策的規劃與執行有其一致性與連貫性﹐故在政策面的評估上﹐首先應探討在政府再造的系絡中﹐省府功能業務與組織的精簡是否與政府整體一貫的施政作為相一致﹐目標是否契合﹐政策時程的執行上是否連貫。進而評估有關省府組織結構之調整精簡,包含相關法規之簡併與鬆綁、行政流程之簡化、組織員額之縮編,及相關單位歸併中央各部會,或將職權移轉地方縣市政府執行之落實情形與成效。 而在精省作業的推動過程中,由於簡併工作的結果,使得各級政府功能有所因應更改,中央與地方縣市之間的行政關係將更行直接,從而對稅款的收支及行政功能區隔與互補的需求也將更行殷切,故對當前所定「中央與地方權限劃分方法」與「中央與地方財政收支劃分方法」的接合程度,利用精省前後的資料加以分析比較,來檢視其相關法規因應精省所需修訂之方向,以及實際評估在精省之後的執行成果。 二、財政經濟面評估 世界各國政府再造的主要目的之一﹐便是解決日益困窘的財政困境及提高整體財政之管理效能。進一步而言,各級政府支出之劃分,應以達成資源配置效率及國家整體經濟表現之目標為準備,而以提供公共財之提供、並兼顧區域地方利益差異之平衡,而有必要思考精省前後財政管理效能之發揮與否、財政劃分成本效益之原則與實際是否相互符合、以及預算執行滿意程度之高低評估。藉由此一評估工作,來檢視「精省」所帶來的全面效益。 就財政角度看「精省」對省府管理效能之改善,本研究擬針對省府的資產、負債結構、收入支出結構、資金流動性、財務彈性、以及法規環境(如失業救濟及社會福利支出等)對各縣市政府徵稅與支出額度之影響等層面,進行分析,俾對精省之成效評估提供客觀的評估基礎。 三、顧客導向面評估   任何政府改革代表的都只是政府整體持續運作的部份過程。由於各層級政府以及不同政策領域間的相關性,單一地針對某特定措施進行影響評估因此便容易忽視其長程或間接的影響,而不易得到清晰客觀的結果。精省工作進行以來,針對此項重大改革之檢討或論著多停留於政府再造理論的闡釋或改革措施之介紹,其主要原因之一亦為評估標準之難定。而行政部門既以「為民服務」為目的,自然更應該重視「找出對的事情來做」這個「效能」的觀念﹐做對的事情,依「顧客導向」的思考邏輯,確定民眾需要的服務。 職是之故,本研究為探討省府精簡工作的成效,便將以「利害關係人」分析法,鎖定省府服務的標的團體,進行對省府「顧客」的觀感調查,以作為評估精省工作的主要標準。 In order to provide a comprehensive view of the reorganizational effort, this research uses three dimensions as a framework to conduct the evaluation. These dimensions include policy and regulation, economic efficiency, and client satisfaction. First of all, this research explore the effects of the reorganization on the functions and policy-making authorities of the different levels of the government. This is done by examining the laws, regulations and documents related to the reorganization effort. Based on the institutional changes resulted from the reorganization, this research will lay out the important policy issues and suggest future directons. Secondly, one of the main purposes of the reorganization was enhancing the managerial efficiency and finanical status of the government. Therefore, it is important, at this point, to see if the reorganiztion has made progress on the economic side of the government. This research will review the properties, debts, revenue and expenses of the government as a whole to decide whether the reorganization has indeed increase the financial and economic capability of the government. Finally, the satisfaction of the public stakeholders is the "acid test" of any major policy change in a democracy. This research identifies client groups and the middle and senior-level managers of the county governments in Taiwan as two major stakeholder groups of the original provincial government. A self-administered survey will be conducted to see how these stakeholders view the reorganization effort.
