    Abstract: 所謂「以民為本」的施政導向,必須落實以民為尊、傾聽民眾的心聲、凡事為民設想的執政風格;今天政府面對的公共需求是愈來愈多,而可以運用的民力資源,卻是愈來愈少。因此,如何把有限資源做最合理的分配和最有效的應用已是評斷政府是否有為的一項重要指標,也是構建「公共管理社會化」(public management socialization)(李宗勳與范祥偉,民89a;Rhodes,1996;Stoker,1998)的根基,活化暨擴大其服務範圍與輸送機制之「分母數」、「基本面」,把「政務業務」的餅做大,體現「公共服務民間化」(public service privatization)。「公共管理社會化」對於社會治安的聯結意涵即在於如何擴張與深化存在於政府、警政、社區(相關民力)的融合協力關係。面對此一新治理模式的政府再造風潮,吾等不禁要思考在資源聯結的互賴網絡下,「公共管理社會化」之民力整合運用的實質意涵為何?有效的整合當前存在於義警、義消、義交、民防、守望相助之民力整合運用、資源聯結的策略有那一些? 市政府內消防、社會、教育等相關部門對於警政與社區協力之間定位為何(是橋樑、是社區組織者或是…)。 本研究之所以以「義警、義消、義交、民防與守望相助參與學區與社區安全聯防之民力整合」為個案檢證對象,係基於設計「公民參與」或「民力運用」的組織與制度環境,首先要進行最基層、與民眾最密切相關的公共事物開始,再逐級發酵擴散至全國性議題,因此建構學區與社區安全聯防之政府權責部門間的「整合性」共識為首要之務。其次,公民參與需要營造一個無礙友善且積極的運作環境,應從制度面建立具體落實的途徑。而研究民力整合運用之參與制度,應從六個「W」分析民力運用之動態與靜態面向預期成果: 1、彙整與討論社區安全聯防、資源網絡連結與新公私融合治理的相關文獻 2、瞭解英美等先進國家之相關經驗與做法 3、結合民間團體之經驗與人力共同檢視我國地方警政、教育與社政部門間之現行機制與運作成效、問題。 4、研提我國地方政府部門間、社區與民間團體間之新融合治理模式、策略與方案之備選理念與配套問題。期許促進政治團結與社區整合,促使每個人了解與尊重彼此的觀點與立場 “New Public Service”suggest the primary role of the public servant is to help citizens articulate and meet their shared interests rather than to attempt to control society. Related studies argue reinvention government use of the market model emphasis on customers rather than citizens. This paper illustrates the role of police is not only to be community resource, social security policy network provide a governance demand for partnership relation.From the point of community and partnership ,the study system analysis the relation and differance between the learning organization and organization learning, organization learning and interorganization learning,and it also discusses the content,form ,reciprocal exchanges,network of the resources .The study employed a number of different integrated strategies and action projectors.
