    Abstract: 「社會資本」（social capital）是近年來在學術與實務領域中新興的重要議題。十幾年來，在實務發展上，無論是低度開發國家的滅貧計畫、開發中國家的經濟發展，到先進民主國家的政治改革，社會資本的討論愈顯重要；而在學術領域中，無論社會學、經濟學、行政學或政治學，「社會資本」不斷地以不同的角度與途徑，拓展其實質影響範疇。其以「信任」、「網絡」與「價值」等概念所建構的內涵，究竟對當前國家社會發展具有何種意義？產生什麼啟示？或是在我們的生活中扮演何種角色?尤其是對當前公共領域的衝擊與影響為何，在在都是公共政策學術社群中亟待發掘的課題。 正當人類與環境互動關係愈加充滿不確定性，風險的降低其實也正是當前「永續發展」議題的關鍵所在。事實上，我們瞭解「永續發展」的真諦是「促進當代的發展，但不得損害後代子孫生存發展的權利」，而永續發展必須是建構在兼顧「環境保護、經濟發展與社會正義」三大基礎之上。換一個角度而言，永續發展的理念不單是人類學習如何與自然環境和諧共處；甚者，人類彼此間如何學習公正、和諧地共同生活，更是永續發展的價值基礎。前者是奠立適於人類生存的環境基礎建設；而後者則是凝聚生命共同體所有成員間的社會基礎建設。當然，這也是社會資本理論的核心價值。 面對全球「風險社會」的到來，吾人更能體認台灣地狹人稠、自然資源有限、天然災害頻繁、國際地位特殊等，對永續發展的追求，比其他國家更具有迫切性。爰此，本研究鑑於學術與實務發展的定位與取向，以及放眼台灣社會基礎建設之未來需求，乃進行此一充實社會資本之研究計畫；一方面基於學術探索的責任，另一方面透過社會資本途徑的對話，落實台灣永續發展的重要任務。 因此，本研究除了針對社會資本的發展與政策意涵，提出相關的歷史脈絡的梳理之外；同時，並針對台灣地區社會資本下降的趨勢，提出相關因應的政策架構；最後，並針對台灣的社會資本的現況，提出政策建議與具體可行的行動方案。 ？HH？H？？Social capital？HH？HH is a prominent concept in both academic and practical fields in recent years. For over ten years, no matter in the poverty reduction strategies of the underdeveloped countries, in the economic growth of the developing countries, or in the political reform of the advanced democratic countries, the social capital is a critical policy issue. Furthermore, in social sciences, the social capital with different perspectives and approaches constantly becomes one of the major concept in dealing with the social disparity. According to Putnam？HH？HHs definition, the social capital consists of a couple of components, such as trust, network and norm. For a better understanding of the meaning, development, problem and policy solution of the social capital, this project intends to explore the issue of trust crisis in Taiwan. And several policy recommendations and action plans are also suggested based on the empirical data and evidence.
