    摘要: 有鑒於近年全球政府的政府改造作為與電子治理方案推動有越來越緊密的連結，本研究站在政策前瞻的立場，應用公共政策管理的相關技術，為台灣電子治理政策2020年的願景進行擘畫的工作，研究的目的主要有三：其一，建構國家2020年電子治理願景；其二，設立電子治理中心工作策略框架；其三，推動本土電子治理研究與國際接軌。 本研究將採取的研究方法如下：文獻研究、深度訪談、跨國比較、問卷調查、情境規劃、焦點團體，整個研究將分為前、中、後等三期，前期以資料收集、深度訪談、問卷設計為主，中期將舉辦台灣與韓國的跨國比較，從研發創新、服務績效、以及平等參與等三個議題主軸，尋找與韓國比較的焦點；最後，本研究的第三期將植基在前兩期的知識背景之上，以「情境規劃」(scenario planning)的方法，進行我國2020年電子治理願景的規劃工作。 本研究將有下面四項預期結果，第一，本研究將釐清並定義「電子治理」之內涵與前瞻，並直接產出我國2020年電子治理願景報告；第二，本研究將產出台灣與韓國跨國比較的文件資料；第三，本研究的願景也將提出政策議題之具體框架成為電子治理中心未來規劃研究內容的參考；第四，本研究也將直接產生相關的中文與英文研究論文或是叢書。 In the era of interconnected world, e-governance and reinventing government are getting intertwined with each other. However, as governing reality is getting more complicated, there is a pressing need for vision-building for the efforts of reinventing through e-governance schemes. In this research endeavor, relevant vision-building tools will be utilized to fabricate the “Vision of e-governance in 2020 Taiwan.” Several research methods are used. They are literature review, in-depth interview, scenario-planning, and focus group. The expected output of this research will be a document titled “The Vision of e-governance in 2020 Taiwan” with vision, missions and actions plans well-stated. It can be used as a guiding statement for e-governance policy formulation for Taiwanese central government in the next ten years.
