    Title: 非商業廣播節目走向分析─以宗教社區電台為例

    Abstract: 如何善用無線電波頻率,盡可能地實踐公共利益與公共領域,甚至媒介接近使用權的理想,是各國分配及管理無線電波頻率的主要考量;尤其是核配非商業廣電頻率的重要依據。

    在工商業競爭的現代社會,非商業廣播電台的生存空間受限,形同弱勢媒介。鮮有研究針對宗教廣播節目內容進行分析,由於現有宗教廣播節目多屬非商業(non-commercial)性質的公益頻道節目,與一般市場競爭激烈的商業電台、衛星暨有線電視台所播放的節目有別,因此,這篇論述將分別從公共利益與公共領域、媒介接近使用權,及非商業廣電媒介的意涵等相關文獻,審視現有宗教社區電台—佳音電台節目內容的走向與定位。

    本研究關懷的問題包括:佳音電台節目的傳播型式(節目取向、播出語言、開放叩應與否)為何?佳音電台節目的傳播策略(播出型態、播出時段、播出時間)為何?佳音電台節目的實質內容(節目來源、節目類型)為何?

    整體來看,從節目取向觀察,佳音電台節目以生活化取向為主,宗教化取向為輔,兩種取向的節目數目也有增加的現象,但生活化節目每周平均播出時數有遞減情形,宗教化節目每周平均播出時數則逐漸成長。節目數目增加,播出時間卻未增加的原因,在於短時間節目也有增長。生活化國語節目雖然增加,但生活化國語節目播出時數則逐漸降低;宗教化閩南語節目與宗教化英語節目播出時數也不斷成長。這反映佳音電台逐漸在調整其宗教化取向節目時數的比例,除原有生活取向外,其宗教化取向的內容逐漸明顯。
    How to make full use of frequencies to achieve the idea of public sphere, public interests, as well as the right to access to the media is very important for governments to manage frequencies worldwide.

    Non-commercial broadcasting channels can be regarded as minority media nowadays. Compared with lots of administrative research on commercial broadcasting channels, little literature related on non-commercial broadcasting media, especially religious stations can be found. This paper is to examine the trend of a religious community radio programs—Good News radio station; research questions include: the communication format of Good News radio station, the communication strategy of Good News radio station, and the content of Good News radio station.

    In general, the content of Good News radio station consists of both religion-oriented and life-oriented. The numbers of life-oriented programs have been increasing, but the hours of those have been decreased. This implies that these religion-oriented programs become miniatured. On the other hand, the Holo-language programs and English-language programs is increasing, which are more religion-oriented. How to balance both religion-oriented and life-oriented contents for religious community radio stations programs is very important.
