    Title: 聯合國處理柬埔寨與東帝汶問題之比較

    Abstract: 柬埔寨由於地處東南亞重要戰略位置，淪為冷戰時期強權代理戰爭的戰場。1978年底越南入侵柬埔寨，使得各強權間的權力角逐升到沸點，也是介入聯合國解決柬埔寨問題的起點。國際環境的變遷提供聯合國介入解決柬埔寨問題的良機，其努力使柬國獲得和平的希望。
    東帝汶在1975年遭印尼兼併之後，展開長達四分之一世紀的獨立抗爭，犧牲了四分之一的總人口，只為爭取永久的獨立與尊嚴。1998年正值東亞金融危機高峰，東帝汶趁著印尼內部政經動盪、各省分離運動甚囂塵上之際，在聯合國調停下舉行公投，並邁向獨立。當地人權問題導致聯合國的介入擴大為維持和平行動，也再次凸顯冷戰後聯合國維持和平行動的人道干預模式及其面臨的挑戰。
    柬埔寨與東帝汶皆位於東南亞區域的樞紐位置，一個是經年烽火的兵家必爭地、一個是殖民帝國的遺孤，不同的民族，卻步上相似的命運之路，牽動著東南亞區域的安全議題。最後都透過聯合國的介入處理而獲得階段性的和平與獨立。另外，聯合國在兩地進行的維持和平行動對於現階段積極尋求透過國際或區域爭端解決機制來解決區域安全問題的東南亞各國而言，具有一定的示範效果。本文藉著比較聯合國處理兩地問題的態度、過程以及結果，一窺聯合國虛理東南亞區域爭端的模式。
    Because of its critical strategic geography, Cambodia turned out to be the arena of the great powers during Cold War. Competition among great powers readied the boiling point when Vietnam invaded Cambodia in the end of 1978, which was the starting point for the UN to look for a resolution to Cambodian question. The changing mtemational environment provided the UN opportunities to deal with the problem and to bring hopes for a peaceful Cambodia.
    East Timor has lost one forth of its people fighting for independence and dignity since Indonesia incorporated it m 1975. Their fate changed after about one fourth of the century. While Indonesia faced internal political, economic and secessionism turbulent in 1998 Asian Financial Crisis, East Timorese grabbed the timing and attained independence under UN`s mediation. Human rights abuse in East Timor also attracted the UN`s concern which was extended into a peacekeeping operation.
    Both Cambodia and East Timor are located on the key positions of Southeast Asia. The former has suffered from continuous wars for years, the later was the orphan abandoned by the colonialist. The two different nations` similar destinies have made impact on Security issues in Southeast Asia; they have reached some extent of peace and independence through the UN`s intervention. Furthermore, the UN`s PKO experience in these two cases has set up an example for Southeast Asian States which have been looking for resolution models of regional security questions. By reviewing the UN`s attitude, practice and the result of the intervention, this article tries to find out the UN pattern of conflict resolution in this region.
