    Abstract: 李鴻章是中國近代史上的重要人物，他在軍事和外交方面的赫赫事功，中外學者皆耳
    熟能詳，有關的著述亦如汗牛充棟。然而，他在戎馬倥傯及縱橫捭闔之餘所經營的另
    一事業─兵工業，則未能在人們的記憶中形成完整的印象。似有掇拾殘篇斷片，作系
    統的研究之必要。
    本文所稱「兵工業建設」，係指建立兵工廠，從事船砲、槍械、彈藥等軍需品的製造
    ，不包括購買部份。「李鴻章與甲午戰前的兵工業建設」，題意包含兩點：其一，在
    時間上，以同治初期至光緒二十年（一八六二─一八九四）為限；其二，在內容方面
    ，以李鴻章為中心，只探討跟他直接有關的兵工業建設，落實的說，乃是指李氏在甲
    午戰爭以前所經營的江南製造局、金陵機器局、和天津機器局而言。文中雖間或涉及
    與兵工業相關的建設事業，但僅為論述之必要起見。
    本文係兼用歷史的和分析的方法。力求廓清事態的背景，從不同角度討論問題，驗證
    假設；避免輕率採擷人云亦云的通論。
    李鴻章主持兵工業達三十年，與他過從的人物甚多，那些人的有關著述，都不得不有
    所涉獵；又李氏自十九世紀的七年代以後，除單純的軍用工業之外，更辦理鐵路、礦
    業、電線、及紡織等事業，此等領域間或也有兵工業的資料在內，故亦曾注意及之。
    李鴻章的騰達，實以軍事和外交為階梯，他在兵工業方面的作為則不甚惹人注目。因
    為這個緣故，論者在審察李氏所經營的兵工建設時，往往不能撇開李氏在同光時間軍
    務洋務生涯中的恩怨，作就事論事的客觀評論，故本文除詳述李氏辦理兵工業的原委
    外，並著力於尋繹背景，剖析緣由，以期認識兵工業建設的實際遭遇及其癥結所在。
    以上提出的各項問題，乃是本文建立假設和論證的重要線索。
