    Abstract: 隨著經濟持續增長,能源安全(最主要是石油安全)逐漸成為威脅中共經濟發展、社會穩定的重要變數。二○○三年胡溫體制上台以來,能源安全問題備受重視,確保能源安全已超越經貿層次,成為中共重要的戰略目標之一。
    兩年多來,胡溫體制下的外交,石油外交占顯著份量,多元、分散是中共石油外交的特色,但從中共全球石油外交布局觀察,石油外交尚具有突破美國在九一一事件後對中共的軟性圍堵及藉石油外交扮演大國角色等雙重目的;原本中共推動石油外交是為滿足國內經濟發展需求,隨著中共經濟實力提升,石油外交亦成為中共戰略運用的籌碼。Energy security, especially oil security, has become an important factor that could endanger China`s continued economic development and social stability. Since 2003 when Hu Jintao was sworn in, the new administration has put great emphasis on the problem of energy security. Sustaining energy security has become one of China`s vital strategic goals.
    In examining the performances of the Hu-Wen administration over the past two years, oil diplomacy played a dominant role. Multi-level and diversity are its features. Initially, China promoted oil diplomacy to meet the needs of economic development. As China`s economy boomed, breaking through U.S. soft containment and playing the role of great power on the international arena became two important aims of China`s oil diplomacy. Oil diplomacy also has become a bargaining chip in pursuing further strategic goals.
