    Abstract: 「九一一」恐怖攻擊事件雖然有助於美國和中國外交關係的改善,但是,其改善程度有限。這涉及雙方對處理許多國際議題,和反恐怖的策略,有不同的看法。另外,中共對反恐怖所能做出的貢獻有限,而美國政府決策人士抱持亞太優先的認知。再加上共軍仍然進行軍事現代化,這使美臺軍事關係仍然能持續發展。 由二○○一年十一月在德國波昂所召開的阿富汗協商會議,及阿富汗境內戰事的進展來看,「九一一」恐怖攻擊事件所引起的軍事行動將告一段落,同時,「九一一」恐怖攻擊事件所引起的國際體系問題暫時塵埃落定。這對美國和臺灣的軍事關係會有何影響,雙方軍事交流,乃至於美國未來對臺灣軍售會有何發展等都是值得我們關切的問題。
    Though the September 11 terrorist attack helped improve US-China relations, the extent was limited. Many reasons led to limited improvement. The two countries have differences over many major international issues and the strategy and tactics of anti-terrorist act; China could not contribute much in terms of intelligence exchange on terrorist issue; US decision makers regard the Asia Pacific region as priority over China; and China continued its rapid military modernization. All these made US-Taiwan military-to-military relations robust.
