Abstract:	「危機處理」研究可說是一九六O及一九七O年代受到東西方冷戰影響下在美國所興起的學門。隨著國際局勢的瞬息萬變，險象環生，危機處理也逐漸成為國際政治上主要的課題之一。法國政府在處理危機事件主要是透過「部長會議」、「國防會議」或「國防委員會」來採行重大決策。由於法國總統在國防與外交事務上居於主導的地位，因此在危機處理上擁有相當大的權力。
