    Abstract: 隨著全球化的開展,台灣與大陸之間的資訊產業互動儼然成為全球分工的重要一環。就台灣而言,其獨特的代工設計模式,使得台灣資訊產業與全球資訊大廠結為一體,同時成為全球產業鏈中不可或缺的一環。台灣的資訊產業廠商,與多國籍企業形成共存共榮的關係。另一方面,台灣赴大陸投資的大型資訊廠商,一方面進一步與國際人才、技術、資金相結合,另一方面本土化其運作模式,進一步植根大陸。台灣的政府政策長期以來落後在廠商之後,傳統有關負面的經濟方策,在限制台商大陸投資方面未見成效。台灣轉而改善國內基礎建設,協助廠商進一步與國際接軌,事實上是另一種國家介入全球化運作的一種方式。從兩岸資訊產業互動來看,全球化與在地化是一體的兩面,相輔相成。
    With the advancement of globalization, the interaction between China and Taiwan’s information technology industries has led to one of the most important divisions of labor in the world. For Taiwan, this special ODM working model has caused its information industry to become part of the periphery of the world’s most important information-technology companies, and helped it to become an integral part of this industry’s global supply chain. Because of this Taiwan’s information-technology industry has entered into a symbiotic relationship with a number of multi-national organizations. Further, large Taiwanese info-tech companies that invest in China have been able to further combine manpower-technology and capital while using a localized operating model to root in China. However, Taiwan’s governmental policies have for a long time lagged behind private industry’s policy toward China, creating numerous negative economic effects. These government policies have not had any visible effects on the ability of Taiwanese enterprise to invest in China. Recently Taiwan has begun to improve its domestic infrastructure and assist factories to create links to expand their international trading capabilities. This in fact has been a positive way for the government to promote globalization operations. When studying the interactions between cross-strait information technology industries nwe can see that globalization and localization are two sides of the same coin, and actually work parallel to each other with mutually beneficial results.
