| Abstract: | 自2013年深化國防和軍隊改革以來，中國大陸空中投射力量實現關鍵轉型，顛覆亞太安全格局。其一，新一代戰機、戰略轟炸機及高超音速滑翔飛行器的列裝，強化制空與遠程精確打擊能力；多型偵察攻擊無人機的投入與「忠誠僚機」試驗，提升全天候情報蒐集與AI驅動之聯合作戰效能。其二，「空天網一體、攻防兼備」的聯合作戰理念，已形塑全領域防禦與打擊體系，並結合高空氣球與無人機，建構如美國蘭德智庫提出的反介入/區域拒止（A2/AD）戰略層級監偵網。同時，航空母艦編隊越過第一與第二島鏈，展開遠海長航訓練，驗證海空聯防與聯合封鎖戰術。其三，中國大陸空軍與海軍航空兵日益強化聯合作戰，於「聯合指揮-多域協同-精準打擊」的框架下，檢驗新裝備和新戰法，驅動跨領域、智能化、高效能的作戰模式。面對此一挑戰，美日同盟加強技術共同研發與聯合演訓，優化聯合指揮與C2機制，在情報監偵、電子戰與空域防禦等領域加深相互合作；同時強化基地抗毀力、分散部署，並與區域盟友協商更多基地使用協議，以維繫美日於亞太地區的空中優勢與持續投射能力。綜合而言，中國大陸正以技術革新、戰略謀劃和實戰化演訓為驅動，建構制空、遠洋打擊與嚇阻兼備的現代化空中投射體系；此一發展亦倒逼美日同盟調整防衛預算、部署與作戰機制，形成互動競合的亞太安全新態勢。本研究將立足此一雙軌互為因應的動態過程，系統剖析中國大陸空中投射演進與美日同盟戰略回應，期為亞太安全格局的未來走向提供理論與實務參考。
Since the initiation of defense and military reforms in 2013, the People’s Republic of China has undergone a critical transformation in its air-power projection capabilities, fundamentally reshaping the Asia-Pacific security landscape.
First, the induction of new-generation fighter aircraft, strategic bombers, and hypersonic glide vehicles has strengthened both air superiority and long-range precision-strike capacity. The deployment of reconnaissance-attack unmanned aerial systems and trials of “loyal wingman” concepts have further enhanced all-weather intelligence collection and AI-driven joint combat effectiveness.Second, China has advanced a joint-operations doctrine that integrates the air, space, and network domains under a combined offensive-defensive framework, forming a full-spectrum defense and strike system. Supported by high-altitude balloons and UAVs, Beijing has built a strategic surveillance and reconnaissance network resembling the anti-access/area-denial (A2/AD) model described by the U.S. RAND Corporation. Simultaneously, carrier strike groups have crossed the first and second island chains to conduct extended-range maritime training, validating sea–air integrated defense and joint blockade tactics.Third, the PLA Air Force and Naval Aviation have expanded joint operations under a framework of “joint command – multi-domain coordination – precision strike,” experimenting with new platforms and tactics to drive cross-domain, intelligent, and efficient combat models.
In response, the U.S.–Japan alliance has intensified collaborative research and development, expanded combined exercises, and optimized joint command-and-control (C2) mechanisms. Cooperation in intelligence, surveillance, electronic warfare, and air defense has been deepened, while base survivability has been enhanced through hardened facilities and dispersed deployments. Additional basing agreements with regional partners have also been pursued to sustain air superiority and power-projection capacity in the Asia-Pacific.In sum, China is constructing a modernized air-power projection system—encompassing air superiority, blue-water strike, and deterrence—driven by technological innovation, strategic planning, and realistic training. This evolution has compelled the U.S.–Japan alliance to adjust defense budgets, force deployments, and operational frameworks, creating a new dynamic of competitive cooperation in Asia-Pacific security. This study analyzes China’s evolving air-projection capabilities alongside allied strategic responses, offering both theoretical and practical insights into the future trajectory of the regional security order. |
