| 摘要: | 本文旨在探討美國歐巴馬政府對敘利亞兩項關鍵外交決策分析，2013年之「敘利亞化學武器危機」與2014年「伊斯蘭國」崛起。研究採用新古典現實主義作為分析途徑，檢視國際體系刺激如何透過領導人認知、戰略文化、國家與社會關係及國內機構等中介變數，探討影響歐巴馬政府外交決策之因素。
2013年敘利亞化學武器危機中，敘利亞政府軍使用化學武器攻擊平民，造成大量傷亡，跨越歐巴馬總統先前劃下的「紅線」警告。歐巴馬政府行政團隊支持對敘利亞進行有限度的空襲，歐巴馬總統在最後一刻改變立場，決定尋求國會授權動武及與俄羅斯談判，最終達成協議銷毀敘利亞的化學武器庫存。
「伊斯蘭國」則在2014年迅速在伊拉克與敘利亞兩國擴張，該組織對亞茲迪人屠殺所引起之人道危機，使美國採取軍事干預，並主導成立「全球反制伊斯蘭國聯盟」。這些行動符合歐巴馬主義兩個關鍵原則「責任分擔」（burden sharing）和「從後方領導」（leading from behind）兩項原則。
本文發現，歐巴馬政府均奉行「歐巴馬主義」(The Obama Doctrine)克制使用武力、以減少在美國涉入中東衝突的，並傾向於透過外交手段或國際聯盟解決危機。本文認為，決策者的個人認知與戰略文化對決策過程至關重要，而美國例外主義作為美國外交政策的戰略文化，顯著影響歐巴馬的決策。
This thesis analyzes two foreign policy crises of the Obama administration concerning Syria: the 2013 Syrian Chemical Weapons Crisis and the 2014 expansion of the Islamic State (ISIS). Employing a neoclassical realist approach, it examines how the international system shapes policymakers’ decisions through mediating variables, including leadership style, strategic culture, state–society relations, and domestic institutions.
In 2013, the "Syrian Chemical Weapons Crisis" caused significant civilian casualties, crossed President Obama’s "red line" on chemical weapons use. Although the Obama administration supported limited airstrikes against the Syrian regime, Obama opted to seek congressional authorization and pursuing a diplomatic solution with Russia to address the crisis.
In 2014, the ISIS rapidly expanded its territorial and ideological influence across Iraq and Syria. Its atrocities against Yazidis triggered a humanitarian crisis, prompting U.S. military intervention, including airstrikes, and the formation of the "Global Coalition to Defeat ISIS" to curb its expansion. These actions aligned with two key principles of the Obama Doctrine: "burden sharing" and "leading from behind.
This thesis concludes that leader image and strategic culture are pivotal to the decision-making process, with American exceptionalism—a core element of U.S. foreign policy strategic culture—shaping Obama’s decisions. |
