    Abstract: 既有關於中國傳媒產業的學術研究,時常側重於全球政治傳播議程和國家針對國有部門的補貼現象。甚少涉及補貼作為文化政策的一環,如何形塑國家與民營企業(民企)的政企關係。本論文欲探究之問題為:為什麼在國有部門高度壟斷的中國影視劇產業,部分民企製播的作品能取得影視資金補助?本論文主張,補貼是國有部門與具政治連結的民營企業建立聯盟的政策工具。
    從理論的角度而言,漸進式制度變遷理論(Gradual Institutional Change)認為,制度之延續必須仰賴既得利益者間的聯盟。當既得利益者維護制度的能力削弱,挑戰者便可能趁虛而入,促使制度發生變遷。在此理論框架下,國有部門為壟斷影視業資源的既得利益者、民企為意圖改變此現象的制度挑戰者。同時,本論文進一步主張具政治連結的民企實為制度變遷裡的「偽挑戰者」,他們並無意於真正推動變遷,而是協助國有部門維持對影視劇產業的主導地位的行為者。該變遷模式對應漸進式制度變遷理論中的「層化」(layering)模式設定,意即在不廢除既有制度的前提下,透過引入部分新規則,調控制度轉型過程。
    本論文採用檔案研究法(archival research),藉由蒐集與分析政策文件與官方新聞檔案,解析中國影視劇產業政企關係變化的歷史進程。此外,本論文選取兩家民企作為研究個案。透過個案研究(case study),探討不同政治連結程度,如何影響民企獲取國家資源與政策扶持的途徑與程度。
    While existing research on China’s media industry has emphasized global propaganda and subsidies to state-owned actors, few studies have examined how public subsidies shape state-private relations in the cultural sector. This thesis asks: Although China’s drama series industry is monopolized by the state sector, why have several privately produced series received public subsidies? It argues that public subsidies to the private sector function as a mechanism for forming a coalition between the state and politically connected private enterprises.
    This thesis draws on the theory of gradual institutional change, which holds that existing rules tend to be defended by coalitions of vested interests. When the defenders become weak, change agents may seize the opportunity to initiate institutional change. Within this framework, the state sector acts as the defender monopolizing the industry, while the private sector serves as a challenger seeking to reshape the industrial environment under conditions of continued state dominance. Furthermore, this thesis argues that politically connected private enterprises function as “pseudo-challengers”, strategically incorporated to help defenders maintain existing institutional arrangements. This pattern illustrates a form of “layering” in which institutional change occurs through selective accommodation rather than structural replacement.
    This thesis adopts an archival research method to examine the historical development of state-business relations in China’s drama series industry, drawing on policy documents and official press archives. In addition, it analyzes two private drama series enterprises as case studies to explore how different levels of political connection shape access to state support.
