| Abstract: | 本研究旨在探討2022年至2024年間，主要地緣政治風險對臺灣能源進口穩
定性之影響，特別聚焦於「美中戰略競爭」與「海灣緊張情勢」兩大風險來源。臺灣能源高度依賴進口，尤其是石油、天然氣與煤炭的來源主要集中於中東、澳洲、印尼與俄羅斯等高風險區域，故當前國際局勢的不確定性已成為臺灣能源安全的主要威脅。本文以現實主義理論為基礎，採用質性分析方法，針對「美中戰略競爭」與「海灣緊張情勢」深入探討，並評估其對台灣能源進口路徑與來源多元化之影響。最終提出包括能源來源多元化、儲備制度強化與外交策略等避險策略，期望為台灣建構具韌性的能源安全體系提供政策參考。
This study aims to examine the impact of major geopolitical risks on the stability of Taiwan’s energy imports from 2022 to 2024, with a particular focus on two key risk sources: the U.S.-China strategic competition and tensions in the Gulf region. Taiwan’s energy supply is heavily reliant on imports, especially fossil fuels such as oil, natural gas, and coal, which are primarily sourced from high-risk regions including the Middle East, Australia, Indonesia, and Russia. Consequently, growing global geopolitical uncertainties have become a critical threat to Taiwan’s energy security. Grounded in the realist theory of international relations, this research adopts a qualitative analytical approach to assess how the above risks affect Taiwan’s energy import routes and diversification efforts. The study concludes with a set of hedging strategies—such as diversification of energy sources, enhancement of reserve systems, and diplomatic engagement—to provide policy recommendations for building a resilient and secure energy system in Taiwan. |
