| Abstract: | 研究者基於過往在新北市社會福利服務中心辦理多起老人保護安置的實務經驗，觀察到在安置評估與執行安置的過程中，面臨許多制度及實際操作層面的挑戰，加以全國及地方上老人保護安置案件持續增加，顯示瞭解實務上社工執行老人保護安置服務時所遭遇的困境，已成為值得深入探討的重要課題。
本研究採用質性研究方法，透過立意抽樣訪談8位具備新北市社福中心老人保護安置經驗之社工，並以半結構式訪談進行資料蒐集，透過開放性提問深入瞭解其感受與觀點。研究運用主題分析法歸納社工在安置評估與執行過程中所面臨之制度困境、實務挑戰與情緒壓力，呈現其實務經驗與多元觀點。
研究結果指出，社工進行老人保護安置評估是以身體健康及生活自理、人身安全與意識狀態、親屬照顧資源與社會支持、社區資源是否可協助照顧及經濟能力等面向為依據，而在實務現場中，安置評估除了考量個案本身因素外，亦受到組織因素、外部因素及工作者個人/決策者因素等層次決策因素影響。
社工在執行老人保護安置期間，實際面對來自與個案工作、家屬互動、社工自身情緒和壓力調節及資源不足和制度限制等多層面的困境，顯示第一線社工在實務工作中，除了需要具備專業知能進行判斷與溝通協調外，亦須承受面對高度的情緒負荷，並同時克服資源與制度運作限制所造成的多重挑戰。
另外，社工在執行老人保護安置期間，同時亦實際面對來自與醫院、安置機構、縣市政府、社福中心內部及其他外部單位等網絡合作間多重困境，這些跨單位合作的挑戰，迫使社工在安置的過程中需投注更多心力於溝通協調與整合，導致工作負擔加重、時間壓力提升，進而影響服務品質與安置穩定性。
Based on the researcher’s previous experience in handling multiple elder protection placement cases at the New Taipei City Social Welfare Service Center, it was observed that during the assessment and implementation processes of placement, social workers face numerous challenges at both the institutional and practical levels. With the continuous increase in elder protection placement cases nationwide and locally, it has become an important issue worthy of in-depth exploration to understand the difficulties encountered by social workers in the actual execution of elder protection placement services.
This study adopts a qualitative research method. Through purposive sampling, eight social workers with experience in elder protection placement at the New Taipei City Social Welfare Center were selected for interviews. Semi-structured interviews were conducted to collect data, and open-ended questions were used to gain a deeper understanding of the participants’ feelings and perspectives. Thematic analysis was employed to identify institutional barriers, practical challenges, and emotional stress faced by social workers during the assessment and placement processes, thereby presenting their practical experiences and diverse viewpoints.
The research findings indicate that social workers conduct elder protection placement assessments based on several dimensions, including physical health and self-care ability, personal safety and cognitive status, availability of family caregivers and social support, accessibility of community care resources, and financial capacity. In actual practice, placement assessments are not only influenced by the individual factors of the case but are also affected by organizational factors, external factors, and personal/decision-maker-related factors at multiple levels.
During the execution of elder protection placements, social workers face multifaceted difficulties stemming from working with clients, interacting with family members, managing their own emotional stress, and coping with insufficient resources and systemic constraints. These findings highlight that frontline social workers must not only possess professional knowledge for making judgments and facilitating communication and coordination, but also bear significant emotional burdens while overcoming challenges caused by limited resources and systemic inefficiencies.
In addition, social workers also encounter multiple challenges in inter-organizational collaboration throughout the placement process, involving hospitals, placement institutions, county and city governments, internal departments of the social welfare center, and other external units. These cross-sectoral collaboration issues compel social workers to invest considerable time and effort in communication, coordination, and integration, resulting in increased workloads and time pressure, which in turn affect service quality and the stability of placement arrangements. |
