    Abstract: 面對淨零排放與能源轉型趨勢,電力產業正歷經以低碳化、數位化與去中心化為核心的轉型。虛擬電廠作為整合分散式能源資源的重要機制,被視為建構靈活且永續能源系統的關鍵解方。臺灣亦積極推動電業自由化與再生能源政策,伴隨政策鬆綁與技術發展,許多民間能源服務業者開始投入虛擬電廠運作,展現多元創新的應用潛力。然而,現行研究多聚焦於技術與市場設計,對虛擬電廠生態系中行動者互動關係與價值共創模式的探討仍相對有限。
    本研究回應上述研究缺口,從創新生態系理論出發,採質性研究方法,以臺灣具代表性的能源服務業者為個案,透過深度訪談與次級資料分析,探討其在虛擬電廠中與其他行動者的互動挑戰與價值共同創造模式。理論上,本研究結合創新生態系理論、價值共創架構與生態系治理相關觀點,建構分析架構,解析行動者間的互補關係、資源依賴與互動機制。
    研究結果顯示,能源服務業者的參與不僅體現於儲能或需量反應等技術應用,更關鍵在於其如何整合內部資源、串接外部需求,並於制度尚未明朗、電力交易市場資訊揭露有限的情況下,尋求持續參與的可行性與價值獲取途徑。本研究的貢獻在於:一、補足既有文獻中對虛擬電廠行動者實踐角色與互動機制的理解;二、透過具體個案的深入剖析,揭示台灣電力市場參與情境下,能源服務業者如何建構合作關係與策略性布局;三、針對政策制定者與平台營運單位提出建議,作為其面對新興能源市場發展時,於制度規劃、參與模式設計與能源轉型策略上之實務參考。
    Amid global efforts toward net-zero emissions, the power industry is undergoing structural transformation centered on decarbonization, digitalization, and decentralization. Virtual Power Plants, as a mechanism for integrating distributed energy resources, are regarded as a key solution for building flexible and sustainable energy systems. However, most existing studies focus on technical and market design aspects, with limited attention to the interaction and value co-creation mechanisms among actors within the VPP ecosystem.
    Addressing this research gap, this study adopts an innovation ecosystem perspective and applies a qualitative case study approach. Using in-depth interviews and secondary data, the study investigates the interaction challenges and value creation models of representative energy service providers in Taiwan’s VPP ecosystem. The analytical framework integrates theories of innovation ecosystems, value co-creation, and ecosystem governance.
    The findings highlight that energy service providers not only serve as technical operators but also act as “resource integrators” and “institutional intermediaries.” This study contributes by: (1) deepening understanding of actor roles and interaction mechanisms within VPPs; (2) revealing how firms in Taiwan co-create value under market constraints; and (3) offering practical insights for policymakers in institutional design, participation mechanisms, and energy transition strategies.
