    摘要: 本研究探討臺灣海軍現代化進程,分析影響中華民國海軍(ROCN)發展的內部與外部因素。透過地緣政治與文人—軍方關係理論的支撐,本研究對國防研究的相關論述有所貢獻,特別聚焦於海洋安全以及臺灣的防衛態勢。除了理論框架之外,本研究亦提供實證層面的見解,以說明影響臺灣海軍戰略決策的過程。
    本研究探討推動海軍現代化的主要驅動因素,重點關注臺灣政府、軍事體系、國防產業與地緣政治之間的互動。研究評估戰略優先事項、資源分配與政策決策,進一步分析這些因素如何共同塑造臺灣的海洋安全。鑒於臺灣的地緣政治脆弱性及對外購武的依賴,本研究檢視臺灣的國防採購策略如何受到中美臺三角關係的影響,並突顯在中國壓力與美國謹慎政策下,維持防衛自主所面臨的挑戰。
    本研究的一個核心主題是臺灣主要的海軍軍購計畫,藉此說明戰略需求與政治可行性之間的複雜互動。研究揭示軍購優先順序上的不一致,顯示臺灣防務體系內部的決策如何受到內部競爭與外部壓力的共同影響。透過將海軍現代化置於臺灣更廣泛的安全脈絡之下,本研究提供了關於中小型國家海軍如何適應地緣政治挑戰與國內環境的寶貴見解。
    本研究亦評估中華民國海軍採行不對稱作戰策略以平衡數量與技術劣勢的努力。研究檢視臺灣逐步演變的海軍政策,特別關注其透過非常規海上戰術來提升嚇阻能力的嘗試。藉由結合歷史先例與當代國防政策,本研究對臺灣國防轉型進行評估,並特別強調政治動態與預算限制所帶來的約束。

    This study examines Taiwan’s naval modernisation by analysing the internal and external factors that affects the development of the Republic of China Navy (ROCN). Substantiating theories of geopolitics and civil-military relations, this research contributes to the discourse of defence studies, particularly in the realm of maritime security and Taiwan’s defence posture. By moving beyond theoretical frameworks, this study offers empirical insights into the decision-making processes that influence Taiwan’s naval strategy.
    The research investigates the key drivers behind the ROCN’s modernisation, focusing on the interactions between Taiwan’s government, military establishment, defence industry, and geopolitics. It assesses strategic priorities, resource allocation, and policy decisions to evaluate how these factors collectively shape Taiwan’s maritime security. Given Taiwan’s geopolitical vulnerabilities and its reliance on foreign arms acquisitions, the research explores how Taiwan’s defence procurement strategy is influenced by China-US-Taiwan triangle. It highlights the challenges of maintaining defensive autonomy while navigating pressures from China and the cautious policy from the US.
    A central theme of this research is Taiwan’s major naval acquisition programs, illustrating the complex interplay between strategic necessity and political feasibility. The research highlights inconsistencies in procurement priorities, revealing how decision-making within Taiwan’s defence institutions is shaped by competing interests and external pressures. By situating naval modernisation within Taiwan’s broader security landscape, the study offers valuable insights into how small and medium-sized navies adapt to evolving geopolitical challenges and domestic environment.
    This research also evaluates the ROCN’s effort to adopt asymmetric warfare strategies to counterbalance numerical and technological disadvantages. The study examines Taiwan’s evolving naval policy, highlighting on the endeavour to implement unconventional maritime tactics to enhance deterrence capabilities. By drawing on historical precedents and contemporary defense policies, it provides an assessment of Taiwan’s defense transformation, with particular attention to the constraints imposed by political dynamics and budgetary limitations.
    Ultimately, this research underscores the decisive role of politics in shaping Taiwan’s naval modernisation and maritime security. It provides broader implications for defence planning in small states facing resource constraints and external threats, demonstrating how politics influence naval development. The findings contribute to the ongoing discussion on not only Taiwan’s security, but also how politics influencing military modernisation in general.
