| Abstract: | 隨著永續相關的投資興起，ESG評級日益受到關注，然而，不同評級機構之評級設計存在差異，導致同一企業的ESG評級結果出現不一致的情形。為釐清此一現象，本研究蒐集並整理五家國際ESG評級機構（S&P Global ESG、MSCI、ISS ESG、MorningStar Sustainalytics、CDP）及兩家臺灣本土制度（TESG 永續發展指標與台灣永續評鑑）之公開資料與方法論文件，探討 ESG 評級制度間的異同與評級分歧的成因，並從制度面與議題面進行比較分析。研究發現，評級制度的核心理念與目的、資料來源、評估主題與指標不盡相同。此外，本研究發現，臺灣評級制度雖起步較晚、涵蓋企業較少，卻融入在地化設計與政策導向特色。最後，本文針對評級結果使用者、受評企業以及政府機關提出建議，期望本研究能協助各方在面對ESG評級結果不一致的現象時，具備更清晰的理解與因應策略，更有效地運用ESG評級資訊並促進永續發展。
With the rise of sustainability-related investment, ESG ratings have attracted increasing attention. However, differences in rating methodologies among ESG rating agencies have led to divergent results. This study analyzes the publicly available methodologies of five international ESG rating systems, including S&P Global ESG, MSCI, ISS ESG, MorningStar Sustainalytics, and CDP, as well as two major ESG rating systems in Taiwan, namely TESG and the Taiwan Sustainability Ratings. The findings reveal that key differences occur in rating objectives, data sources, assessment topics, and indicators. Although Taiwan’s ESG rating systems are developed at a later stage and assess fewer companies, they incorporate localized features and policy-oriented frameworks. This study offers recommendations for investors, rated companies, and regulators, aiming to help stakeholders better understand and respond to ESG rating divergences and make more effective use of ESG information in order to advance the practice of sustainable development. |
