| Abstract: | 中國和日本做為亞太經濟第一和第二大國，一直以來都是亞太區域研究的重要對象。在巨型貿易協定蔚為風潮的時代，二國亦紛紛投入參與的行列，本文因此想探究兩國在巨型貿易協定下將呈現何種互動關係，特別是美國退出TPP後，雙方的互動關係是否會因此會更加熱絡？
據此，本文爬梳了兩國在RCEP、TPP/CPTPP所欲追求的政經目標，並透過新古典現實主義分析其國內因素與國際結構角度如何影響兩國的對外經貿政策，繼而推促兩國投身到Mega FTA中，並利用Mega FTA追求更多的政經目的。從中，也可發現兩國的對外經貿政策目的，到了Mega FTA時有何承襲或改變？以助更好地理解與解釋雙方的對外行為與在Mega FTA下的互動模式。
而研究發現，在RCEP中，中日雙方的互動關係，因經濟目的相近而增加合作，但受到國際經濟結構改變與對區域影響力競爭的制約，使雙方在彼此之間與在第三方市場上，呈現又競爭又合作的態勢。然而，在關鍵產業上，即便有RCEP創造合作的有利條件，仍因日本牽制中國權力擴張與避險策略的政治目的，而使日本放棄中國市場，轉向與東南亞國家合作。
另一方面，在CPTPP場域，則因雙方對之寄予更多政治期望，二者的目的有較大分歧，使雙方的合作機會較小。尤其，日本作為自由國際秩序的守門人，又有維持競爭優勢、牽制中國權力擴張與避險策略的政治目的在身，讓日本更傾向短期內不與之合作，並希望在和中國談判之前，有更多高經貿標準的國家加入，以幫忙分擔外交壓力。
Being the first and the second economic powers in Asia, China and Japan have been the main subjects of Asian Area Studies. In the wave of Mega-FTAs, RCEP and CPTPP are grewing importance to resist a slowdown in globalization. However, for China and Japan, taking participation in Mega-FTAs yeilds more than economic benefits. In the context of the United State’s withdrawal from TPP, would it be more opportunities for the two states to cooperate? Considering their pursuits of political goals, this paper explores the potential interactions of the two great economic powers in RCEP and CPTPP.
Therefore, this article will examine their pursuits in RCEP and TPP/CPTPP. It takes from the perspective of neoclassical realism, investiges how the domestic and international facotrs influence their goals, and finds out how their goals change and continue in their trade policies. Which then help us understand more about the reasons that drive them to take part in the Mega-FTAs and the potential interactions between the two states in RCEP and CPTPP.
The results show that the cooperations between China and Japan has increased under RCEP, owing to their close economic goals. Nonetheless, the changing International economic structure and the struggle for the political influence in Asia will drive them into a competitive-cooperative relations. Furthermore, in the critical industries which may influence the states’ political powers, Japan prefer to coopertae with South Asian countries than China in pursuit of soft-balacing China’s power and hedging.
However, the case in CPTPP shows a different story. Driven from the political pursuits in TPP/CPTPP, the two countrines’ objectives have diverged greater than the case in RCEP, making less chances to cooperate. In particular, as the gatekeeper of the Liberal International Order, Japan tries hard to strengthen the status quo. Moreover, with the goals of maintaining the competitve edges, soft-balancing China’s political powers in Asia, and hedgeing, Japan is somewhat preferring to postpone cooperating with China in CPTPP. |
