| 摘要: | 本研究以拜登政府提出之「中產階級外交政策」為核心，探討其如何透過氣候與能源轉型政策回應美國中產階級的核心利益與訴求。本文透過新古典現實主義視角，從國內社會經濟結構出發，分析《基礎設施投資與就業法案》與《通膨削減法案》等政策工具如何在外交與氣候議題上實現對中產階級的政策承諾。研究指出，政府試圖藉由提升綠色產業就業，使中產階級在能源轉型中受益。然而，政策執行成效受到中產階級內部結構差異、生活成本上升與政黨極化等因素制約。此外，在國際層面，拜登政府雖重新強化氣候外交領導地位，然其政策持續性與槓桿效果仍受限於國內社會環境。總體而言，本研究揭示中產階級外交政策在理念與現實間的落差，並強調國內社會條件對氣候外交可行性與政策成效所產生的深層影響。
This study centers on the Biden administration’s “foreign policy for the middle class,” examining how climate and energy transition policies are designed to address the core interests and demands of the American middle class. Adopting a neoclassical realist perspective, this research analyzes how major policy instruments such as the Infrastructure Investment and Jobs Act and the Inflation Reduction Act translate foreign and climate policy objectives into domestic middle-class benefits. The findings suggest that the administration has attempted to promote green industrial employment to ensure the middle class benefits from the energy transition. However, the effectiveness of policy implementation is constrained by internal structural differences within the middle class, rising living costs, and increasing partisan polarization. At the international level, although the Biden administration has reasserted U.S. leadership in climate diplomacy, the sustainability and leverage of such efforts remain limited by the domestic social environment. Overall, this study reveals a gap between the ideal of middle-class foreign policy and its practical outcomes, highlighting the profound impact of domestic social conditions on the feasibility and effectiveness of U.S. climate diplomacy. |
