| Abstract: | 自2020年以來，國際社會上關注的重點之一是為中國大陸將「灰色地帶」策略主流化的議題，以本研究作為焦點之個案—中共與菲律賓之間的南海主權爭奪為例，可見中國大陸海上「灰色地帶」策略的發展軌跡，與其曾公開發表之以「海上強國」為國家戰略目標方向一致，可見北京正以「灰色地帶」策略支持其野心，且目前看來效果相當顯著。
南海區域內一旦發生秩序的不穩定，或是權力主要掌握者的變動，因其龐大的貿易航運量，帶來的不只是區域內其他主權聲索國或周遭鄰近國家的權益損害，更甚是牽一髮動全身的全球性影響；依近年的台海情勢進行觀察，有學者發現中國大陸也開始在台海水域進行疑似「灰色地帶」策略的操作手段，更進一步預測中共將複製南海區域內與菲國進行爭奪的「灰色地帶」策略模式，運用到達成改變台海現狀、強化其對臺影響力的目標上。
本研究探討的目的是為了解「灰色地帶」策略本身之發展脈絡，從其延伸至中菲南海區域主權之爭的研析，最後希望從觀察結果，提供我國面臨台海「灰色地帶」風險時，規劃可採取之策略或行為模式的一個思考方向。
Since 2020, one of the focal points of international discourse has been the growing mainstream adoption of "gray zone" strategies by the People’s Republic of China (PRC). Using the case of sovereignty disputes in the South China Sea between the PRC and the Philippines as the focus of this study, it is evident that China’s maritime gray zone strategy has developed in alignment with its publicly stated national objective of becoming a “maritime power.” This alignment demonstrates that Beijing is leveraging gray zone tactics to advance its strategic ambitions—with considerable effectiveness thus far.
Instability in the South China Sea region, or shifts in the dominant holders of regional power, can have global repercussions due to the area's significant volume of maritime trade. The implications extend beyond the immediate interests of other claimant states and neighboring countries, potentially affecting the international order at large. Observations of recent developments in the Taiwan Strait indicate that China has begun employing similar gray zone tactics in these waters. Some scholars predict that Beijing may replicate the South China Sea model—used in its confrontations with the Philippines—in the Taiwan Strait, aiming to alter the status quo and reinforce its influence over Taiwan.
The objective of this study is to examine the developmental trajectory of gray zone strategies, analyze their application in the context of the PRC–Philippines sovereignty dispute in the South China Sea, and based on these findings, propose strategic considerations for Taiwan in managing potential gray zone risks in the Taiwan Strait. |
