Abstract: | 本論文聚焦於資訊化改革脈絡下,基層公務人員所面臨的行政負擔、組織承諾與工作倦怠三者之間的關係。隨著政府推動數位轉型與員額控管政策,資訊系統雖以提升效能為目標,實際上卻可能衍生出更多行政負擔,特別是對第一線承辦人而言,包括需求確認、系統規劃、資料移轉及後續使用與維護等階段,皆含大量的學習、遵循與心理成本。 本論文以內政部合團司建置人民團體數位櫃檯系統為案例,透過質性訪談方式,描繪基層公務人員在資訊改革過程中行政負擔的變化與回應策略。研究發現,「時間成本」與「溝通成本」為數位改革情境中具體且可觀察的行政負擔構面,揭示制度變革中基層承辦人所面對的階段性壓力。 五類行政負擔成本交織影響公務員的情感性、規範性與持續性承諾,進而引發情緒耗竭與工作疏離。研究指出,基層人員實為政策執行過程中的行政負擔吸收器,顯現電子治理下政府在人才管理與制度支援上的結構性失靈。行政負擔不僅來自承辦人本身,更深層根源於制度安排與組織文化,當基層人員受制於制度障礙、配套支持不足,將使電子治理的改革目標成為行政負擔之原因。 從數位櫃檯建置過程中,基層人員實質承擔決策落差與制度斷裂所產生的行政負擔,建議政府應強化三方面改革:一是導入政策可執行性評估,預先辨識潛在風險與負擔來源;二是設置跨單位協調平台與中介角色,減輕承辦人轉譯與協調壓力;三是調整預算制度彈性,回應資訊系統動態修正需求,調整制度設計與資源配置,以減少基層負擔、進而強化執行韌性並預防倦怠的蔓延,方能落實公共服務的永續發展。 This thesis examines the relationship between administrative burden, organizational commitment, and job burnout among street-level bureaucrats during information reform. Although digital transformation aims to improve efficiency, it may instead increase workloads. Frontline staff often handle tasks such as confirming requirements, planning systems, transferring data, and maintaining operations, which create learning, compliance, and psychological burdens. Using the Civil Association E-counter system as a case study, this research uses interviews to examine how administrative burdens are generated and how they impact organizational commitment and burnout. The five types of administrative burden—learning, compliance, psychological, time, and communication—significantly affect organizational commitment. Excessive burden may weaken affective commitment, undermine normative commitment, and increase continuance commitment, ultimately leading to emotional exhaustion and job burnout. The study further reveals that frontline staff often bear the weight of policy implementation, but the roots of their burden stem from institutional design and organizational culture. When support systems are lacking, digital reform may itself become a new source of stress. The study proposes three strategies: assessing policy feasibility, improving cross-unit coordination, and increasing budget flexibility for system adjustments. These measures aim to ease burdens, reinforce organizational commitment, and support sustainable public service delivery. |
