    Abstract: 隨著政府與大眾對於環境保護相關議題的日漸重視,兼具糧食生產與環境保護責任的台灣農村朝向「生態社區」的方向發展儼然是一種必然的趨勢。生態社區是一種人類的反思,對於自我與周遭生活環境的要求返璞歸真,而生態社區評估指標對於生態社區之存在和其發展蓬勃之程度有著不可或缺之必要。生態社區的定義雖然稍有分歧,但是其意義皆是以社區之永續性發展為目標,達成3E 即環境(Environment)、經濟(Economic)和社會公平(Equity)三方面的平衡。為精確瞭解剖析台灣農村型社區推動生態社區的成功經驗,並以其與國外政策及案例比較,本計畫預計於三年的研究期程中,將深入分析台灣目前數個本土成功案例(例如:新竹縣湖口鄉信勢社區、花蓮縣壽豐鄉牛黎社區…等),並借重德國巴伐利亞邦及美國亞利桑納州立大學永續學院(School of Sustainability,Arizona State University)的經驗,期望透過國內外專家學者經驗與技術,配合台灣現行的EEWH-EC 生態社區評估系統與美國LEED 生態與能源評估系統,提出本土的「農村型生態社區實踐與推動策略」。希冀未來台灣在農村型生態社區的推動之下,補足目前「國土計畫」中銜接都市土地與非都市土地間的介面缺口,逐年協助政府達成「從綠色建築、生態社區到永續國土」的終極規劃大業。
    Since environmental protection becomes the very important issue, there is a strong trend to lead rural villages which have two duties, producing food and protecting environment, to become Eco-communities. Eco-community is a new concept relate to the relationship between people themselves and nature environment. Meanwhile, Eco-community evaluation system is playing an important role in influencing rural villages coming to the right direction. Even though there are several different definitions of eco-community, about all of them have the goal to achieve the sustainable and great future by balancing Environment, Economic and Equity. For analyzing the main reasons of successful eco-community village in Taiwan, meanwhile, doing the comparison between the experience in Taiwan and other countries, this project will take three years to focus on two or three successful eco-communities in Taiwan and have cooperation with some case studies in State of Bavaria (Germany) and the Arizona State (USA). Furthermore, this project will also apply Taiwan Eco-community evaluation system, EEWH-EC and U.S. LEED system to some local rural villages. In the final report, this project will provide “Rural Eco-Community Practices and Promotion Strategies” and help governance to reach the sustainable country vision.
