摘要: | 隨著國際舞臺上局勢的不斷變化,中國對於多邊合作方面的立場亦發生了變化。本研究從 Scott Kastner、Margaret Pearson 與 Chad Rector 在其著作《中國的戰略性多邊主義:投資於全球治理》中提出的「三個穩定結果」理論為分析框架,探討中國在氣候變遷、軍事合作一級非洲的多邊發展援助框架多個領域與非洲貨價的互動。該分析基於他們的論點,即中國正在根據其外部選項及建立自身框架的可能性,調整其在國際舞臺上的戰略。本研究主張,中華人民共和國根據其所涉及的領域,表現出負責任的利益相關者、搭便車者和修正主義國家的行為模式。這三種行為模式加以探討:其一為中國參與非洲國際氣候變遷機制;其二為參與聯合國在非洲的維和行動;其三為中國參與向非洲提供發展援助的多邊金融體系。作者採用混合研究方法,分析了在習近平主席的前兩個任期內(自2013年至2023年)中國參與國際框架的質性與量化數據。 With the ongoing changes on the international stage, China’s position regarding multilateral cooperation changed. This study analyzes the Chinese engagement with African countries in multiple domains of climate change, military cooperation, and the multilateral development assistance framework in Africa from the perspective of the ‘three stable outcomes’ theory proposed by Scott Kastner, Margaret Pearson, and Chad Rector in their book China’s Strategic Multilateralism: Investing in Global Governance. The analysis is drawn upon their argument that China is adapting its strategy on the international stage based on its outside options and the possibility of creating its own frameworks. It is argued that the People’s Republic of China displays the behavior of a responsible stakeholder, a free-rider, and a revisionist state, depending on the domain it is involved in. Each of these behaviors is studied through three case studies: the Chinese engagement in the international climate change mechanisms in Africa, the United Nations Peacekeeping Operations in Africa, and the multilateral finance system of providing development assistance to the African continent. In the analysis, the author uses a mixed-method approach, analyzing both qualitative and quantitative data on Chinese participation in international frameworks during the first two terms of President Xi Jinping (2013–2023). |
