摘要: | 本論文以多軌外交(Multi-Track Diplomacy, MTD)為分析架構,探討2003年至2024年間台灣與歐盟雙邊關係的發展。不同於傳統的雙邊外交關係,台灣作為一個國際上不具正式邦交的民主政體,與作為超國家體系的歐盟,在外交互動中展現出「非傳統行為者」的複雜性與戰略潛能。
透過質性內容分析與多軌外交九大軌道的實證分類,系統性檢視台歐雙方於政府、民間社會、企業經貿、教育學術與媒體傳播等領域的互動。研究指出,儘管在「一中政策」的約束下雙方難以建立正式外交關係,但基於民主價值的共鳴、經濟互依與全球治理的合作需求,台歐已建立起實質而多元的合作關係。
從低度互動到關係深化的階段演變中,特別以第一軌(政府)、第三軌(企業)與第五軌(研究與教育)為主要推進力量。本論文也指出,地緣政治變遷、價值導向外交的興起等脈絡因素為雙邊關係注入新的動能。
最終,研究主張台灣透過軟實力、價值取向與民間外交等多軌策略,成功在制度性限制下發展出具戰略深度的對歐關係。論文亦提出政策建議,強調應從台灣的視角持續深化台歐研究,拓展其在國際關係研究中的主體性與政策能量。 This thesis explores the evolution of Taiwan–European Union (EU) relations from 2003 to 2024 through the lens of Multi-Track Diplomacy (MTD), a framework that accounts for both official and unofficial diplomatic channels. Unlike traditional bilateral relationships, this case involves two non-traditional actors: Taiwan, a diplomatically marginalized yet democratic state, and the EU, a supranational body navigating its own internal coherence. Through qualitative content analysis and an original application of the nine-track MTD framework, this study examines Taiwan–EU engagement across governmental, civil society, business, educational, and media domains.
The findings reveal that while formal diplomatic recognition remains constrained by the One-China policy, Taiwan and the EU have developed substantive, multi-layered relations driven by shared democratic values, economic interdependence, and mutual interest in global governance. Each phase—ranging from low engagement to amplified relations—shows a gradual deepening of ties, with Track 1 (governments), Track 3 (business), and Track 5 (research and education) playing especially significant roles. The analysis further identifies key contextual factors—including shifting geopolitical dynamics and the rise of value-based diplomacy—as catalysts for change.
The study argues that Taiwan’s strategic use of soft power, norm-based alignment, and people-centered diplomacy has positioned it as a credible partner to the EU despite diplomatic constraints. It concludes with practical policy recommendations for Taiwan’s future engagement and calls for further academic attention to Taiwan–EU relations from a Taiwan-centered perspective. |
