    Abstract: 都市在面臨全球競爭力與永續發展對都市空間品質的挑戰下,近年不少國家著手研究「智慧城市」之議題,嘗試建立智慧城市指標以確認都市之特色及發展優劣勢與機會,以提供政府檢視可以努力之方向與改善之策略。我國國家發展委員會近期已將智慧城市列為重要政策,並將啟動地方政府為主軸之智慧城市規劃。智慧城市並非是一個新概念,而是源自於1990 年代成長管理之「智慧型成長」理念。兩者皆在於塑造良好的都市內部空間品質,以提升都市吸引力與競爭力。然而,如何運用智慧型成長策略以有助於智慧城市目標達成,關係到都市競爭力之形塑。因此,本研究擬探討如何建立自己的智慧城市指標以供評比,找出可以著力改善之都市發展面向,透過尋找可運用至台灣之智慧型成長策略之連結,並協助社區發展規劃結合智慧城市目標之達成,以供各級政府建構智慧城市之參考。本研究預計為期三年,三年的工作重點分別如下:第一年:蒐集智慧城市與智慧型成長之相關文獻,建構智慧城市指標系統,以作為各縣市綜合評比之依據。第二年:進行全台各縣市之評比,並進一步檢視六都於智慧城市發展目標下的優劣勢,找出其待改善之面向與策略。第三年:透過智慧城市與社區發展之結合,達成應用智慧型成長策略具體落實智慧城市之目標。
    Under the challenge of urban quality, cities face global competition and sustainable urban development issues. In recent years, many countries study “smart cities” and try to build up the smart city indicators for city rankings to identify city’s strengths and chance to enhance its comparative advantages. Smart city indicators and rankings are a tool for governments to review their urban development policies and strategies for improvement. Recently, Taiwan’s National Development Council declared smart city is an important policy and governments will promote smart city planning in localities. The phrase Smart Cities is not new. It may have its origins in the Smart Growth movement of the late 1990s, which advocated new policies for urban planning (Harrison and Donnelly, 2011: 2). However, how to apply smart growth strategies to assist the goals of smart cities is relevant to urban competitiveness. Therefore, this study aims on establishing Taiwan’s smart city indicators. Then, it will rank all cities in Taiwan to identify their urban development performance and look for the chances to make policy and planning transformation associated with smart growth strategies. Finally, it will explore the connection between smart cities and community development in order to apply the strategies to improve the quality of life and environment. Additionally, this study will provide suggestions for governments to pursue the goal of smart cities. This is a three-year research. The main tasks in the three years are as follows. First year: to build up the smart city indicators for city rankings. Second year: to conduct the rankings and base on the ranking results to further review current six municipalities regarding their strengths and weakness so as to find workable smart growth strategies. Third year: to connect smart cities and community development as a basis for applying strategies to achieve the goal of smart cities.
