摘要: | 當代工業的快速發展常伴隨著大量的環境健康風險課題,地方民眾雖感受環境品質惡化,但政府相關單位或污染者卻常常以科學不確定、還需要更多的評估、調查與研究等,來面對民眾的污染質問。欠缺環境知識生產工具的掌握與科學詮釋權力,受污染危害之社區也喪失了對問題的界定權。在此脈絡下,本三年期計畫聚焦於社區污染監測公民科學的推動與研究,選擇兩個台灣關鍵產業—石化業與電子製造業的風險爭議場域,作為案例檢視與推動社區環境監測的研究對象。透過與地方居民、民間團體以及相關專業者的研商、協作、討論與行動實作,引進社區污染監測公民科學之知識論與方法論,以掌握與適當回應社區風險難題與訴求。同時結合國際環境正義運動觀點,協助社區居民掌握地方污染狀況與環境問題的詮釋權,從而推進環境問題改善的政策議程。公民科學的推廣與在地實踐,也將擴展台灣相關科學社群對科技民主的認識與想像,協助工程科學社群從特定問題解決的專家角色轉化為解決社區環境健康問題的共同參與者,為地方環境健康利益帶來更多的貢獻。 The rapid developments of modern industries often accompany a large number of environmental health risk issues. Although local residents can feel the deterioration of the environmental quality, the governments or polluters often use scientific uncertainty as well as need more evaluation, investigation, studies, etc., to deflect the people’s pollution related inquiries. Without the capability of wielding the environmental knowledge production tools or providing scientific interpretations, communities impacted by pollution hazards also lose the right to define their environmental problems. Under this context, this three year project focuses on the promotion and research of citizen science and community participation for pollution surveillance, and explores risk controversies from two key industries in Taiwan—the petrochemical and electronics manufacturing industries—as a study subject on the review and promotion of community environmental monitoring. The objective of this study is to introduce the epistemology and methodology of community science for pollution monitoring through deliberation, collaboration, discussion, as well as actual practices with local residents, citizen groups, and the relevant professionals in order to properly respond to the challenges and demands of community risks. The study also aims to combine the viewpoints of the international environmental justice movements to assist community residents to fully grasp the local pollution conditions, strive for the rights to interpret the environmental problems, and thereby promote the policy agenda of environmental improvements. Through the promotion of citizen science as well as on-site practices, this project hopes to expand the understanding and imagination of technology democracy for the relevant scientific communities in Taiwan. In particular, the project hopes to create the possibility of transformation for the scientists’ role in engineering identity from the expert problem solvers to the participants of community problem solving, and therefore to make better contribution for the health benefits of the local environment. |
