    Title: 我國文官政策之跨國政策學習研究

    Abstract: 本計畫以文官政策為例透視我國的跨國政策學習之過程。政策學習研究興起於1990 年代,並成為當今政策過程研究之重要面向。惟西方主流政策學習研究一直忽略後進國家之跨國及跨文化政策學習,無法解釋很多重要的政策移植及政策擴散之現象,我國學術界也一直忽視這議題,故本計畫將補充這方面的不足。另一方面,現存對我國文官政策之研究多集中以人事行政或人事管理角度切入,少以政策過程理論剖析文官政策之變遷,更忽視政策學習對文官政策制定之影響。本計畫將分析我國文官政策的跨國政策學習機制與流程、國外經驗之影響力,以及人事機關如何進行學習。本研究將會是首次有系統分析頗為突顯且頻繁進行跨國學習的我國人事政策。
    This study is aimed to look into the cross-national policy learning process of Taiwan through the case of civil service policy. The study of policy learning took off in the 1990s and has become an important aspect of policy process study. However, the Western mainstream studies of policy learning as well as scholars in Taiwan have been neglecting the cross-national and cross-cultural policy learning in the lately developed countries, which fails to account for many significant phenomena of policy transfer and diffusion. This study will fill this gap. In addition, the existing studies of civil service policy are usually confined to the approach of personnel administration or personnel management, seldom taking the policy process approach to explore the issue of policy change and, of course, taking no account of the impact of policy learning. This study will analyze the mechanism and procedure of cross-national policy learning of Taiwan’s civil service policy, the impact of foreign experiences, and how personnel agencies conduct learning. This is the first systematic study to analyze the salient and frequent practices of cross-national learning of personnel policy in Taiwan.
