    摘要: 本計畫延續申請人先前研究,嘗試研究 2008-2018 年我國中央政府部會首長及高階文官的任命以及其因素。透過次級資料分析與深度訪談,本研究釐清並深入探掘影響國家治理的核心變項,以及其對於政務事務互動以及政策推動的影響,填補學界對於政務領導的研究缺口,特別是在亞洲的文化脈絡之下。在實務上,本文的研究結果對於未來政治及行政菁英的選任策略以及制度變革將有重要的意義。
    This research extends the applicant's prior research on political appointees and explores the factors explaining appointments of ministers and senior civil servants. By secondary data analysis and in-depth interviewing with politicians, this study not only aims to clarify the core variable of executive leadership, but also to examine its impact on the political-executive interaction as well as policy implementation. This study will make three kinds of contributions. First, it will fill the void of study in executive leadership, especially in the context of Asian culture. Second, the results of this research will be useful for political leaders in their recruiting their ministers and high-ranking civil servants. Finally, the outcome of this study will be relevant for institutional reforms.
