    Title: 109年度精進全民健康保險會議事效率及運作模式

    Abstract: [研究目的]
    本計畫內容重點共有五項：
    1.蒐集國內外有關民間團體參與公共政策的方式，尤其以委員會形式運作為主，經由學理分析其優劣，提出適合國內的運作模式建議。
    2.委員組成與代表性：針對健保會委員組成代表性、委員代表團體意見蒐集及回饋方式，進行分析並提出運作方式及實作評估。
    3.提升專業協助作法：強化協助委員提升對各項議案專業度之建議作法至少3項，並分析其優缺點，以增進會議效能與效率。
    4.會議運作情形：
    (1)針對健保會委員會議運作現況，包括：a.議案提案方式與條件；b復議及議事程序作業；c總額對等協商：與d. 費率審議辦理情形，進行現況檢討、權責釐清與評估分析。
    (2)提出追蹤案件管考方式、現況議事效率不彰解決方法與改善策略。
    (3)由研究團隊從旁觀察健保會運作情形，提出客觀第3者改善意見。
    5.資訊公開：評估現行健保會委員會議資訊公開方式之妥適性。
    [研究方法]
    本研究為達到前述研究目的，採取文獻蒐集、次級（會議）資料分析、深度訪談、焦點團體座談會、參與觀察（participatory observation）等非結構資料蒐集等多元方法，瞭解健保會參與者（政府相關單位、付費者、醫療提供者、學者專家等）對於全民健保會運作問題的意見與解決方法，依照政策分析的「問題分析」、「解方分析」、及「政策建議」的三合一流程，對我國健保會的運作提出改進建議。
    [預期結果]
    1.蒐集德國、英國、加拿大、日本、韓國、新加坡等各國健保委員會參與的制度與運作狀況，作為我國運作的參考。
    2.蒐集目前健保會會議資料與參與委員會於會議運作問題的看法，並了解其可能解方。
    3.蒐集與健保會運作的行政幕僚作業的運作的流程與其對專業性與效率性產生的效果，並從中找到幕僚（研考）作業改進的解方，並且產生相關改革建議。
    4.蒐集我國健保會代表性運作的現況，並且從公民團體本身運作與健保會相關議事規定的角度進行問題與解方分析，並且產生相關改革建議。
    5.從問題分析、解方分析、最後提出一套具體的健保會運作改進建議，該建議將經過研究團對的可行性分析並學者專家的焦點座談建議，最後提交健保會參考應用。
