    Title: 建立中央行政機關（構）組織審議決策模組之研究

    Abstract: 組織目標與業務職掌、組職結構的設計以及組織員額的最適化等面向，始終是公私部門為回應迅速變遷的環境動態，所進行組織變革的焦點，探究三者之間的連動關係以及組織如何求取三者之間的最適組合與配置是組織設計者的難題。私部門由於在目標與業務上較為單一且明確，等於在確定了組織目標與業務下，僅需關注結構和員額的調整，困難度相對較低。而公部門時常必須回應外在環境與政治決策下變動分歧的組織目標和業務，要同時處理業務、結構與人力的三角均衡就更加困難。自「中央行政機關組織基準法」以及「中央政府機關總員額法」立法完成後，行政機關(構)的組織結構設計與組織員額配置，逐漸有了較為客觀的根據與原則依循。而近年逐步推動的行政院組織改造，更是針對行政院各級機關(構)的業務職掌、組織結構與員額，進行通盤的、有系統性的全面調整，期盼經過調整的公共組織能夠在結構上獲得行政管理的優勢，在業務職掌上能夠釐清模糊地帶以及發揮整合綜效。然而在這波變革中，組織的設計與評估仍必須回到業務、結構與人力的三角均衡進行思考，而這組議題同樣會是在組改之後，行政機關如何去評估自身組織的體質良窳，以及面對未來有調整需要時重要的參考點。本研究擬透過文獻上由組織理論、組織經濟學等理論的思路洞見，輔以次級資料分析(包括組改及員額的相關決議與法規、立法院公報、組織員額分析)、深度訪談以及焦點團體座談等研究方法，嘗試建構出未來中央行政機關(構)在面對組織調整時能夠協助決策審議的模組，並以三個經決議將籌設的機關(構)作為分析個案，作為這套組職審議決策模組的範例。
