| Abstract: | 本研究旨在探討非營利組織在推動再生能源政策中的角色，特別是主婦聯盟環境保護基金會如何通過政策倡議與公私協力模式，推動公民電廠的設置及發展。本文以臺北市關渡國中公民電廠為案例，深入分析主婦聯盟環境保護基金會如何與臺北市政府合作，克服政策、法規與資源等挑戰，並促成公民參與能源轉型的具體實踐。研究首先回顧公民電廠的概念與發展，並闡述非營利組織在環境政策倡議中的策略與挑戰。
研究結果顯示，主婦聯盟環境保護基金會在推動公民電廠設置的過程中，發揮關鍵的政策倡議作用，成功引導政府重視公民參與的價值，並在設置過程中進行有效的社會動員；透過公私協力的合作模式，主婦聯盟不僅提供社會公益回饋，還促進社區與學校的能源教育，進一步提升民眾對再生能源的認識與參與。研究還探討臺北市政府如何支持非營利組織，並在政策上提供必要的保障與支持，為未來其他地方政府提供可參考的經驗。
本研究結論指出，公民電廠作為一種創新的能源轉型模式，不僅有助於實現綠色經濟和環境永續目標，還能增強社會各界對能源政策的認同與支持。未來，其他地方政府可借鑑此模式，通過建立跨部門的合作機制，推動更多公民參與的社會創新項目。
The purpose of this study is to examine the role of nonprofit organizations in promoting renewable energy policies, with a particular focus on how the Homemakers United Foundation（HUF） advocates for the installation and development of citizen power plants through policy advocacy and public-private partnership models. Using the Citizen Power Plant Project at Guandu Junior High School in Taipei City as a case study, this paper analyzes how HUF collaborated with the Taipei City Government to overcome challenges related to policies, regulations, and resources, facilitating citizen participation in the energy transition. The study first reviews the concept and development of citizen power plants and outlines the strategies and challenges that nonprofit organizations face in environmental policy advocacy.
The findings show that HUF has played a key role in advocating for the installation of citizen power plants, successfully guiding the government to recognize the value of civic engagement, and effectively mobilizing society throughout the installation process. Through public-private partnerships, HUF not only provides social benefits but also promotes energy education in communities and schools, thereby increasing public awareness and participation in renewable energy. The study also examines how the Taipei City Government supports nonprofit organizations by providing the necessary policy safeguards and support, offering lessons for other local governments to consider in the future.
In conclusion, citizen power plants, as an innovative model for energy transition, not only contribute to achieving the goals of a green economy and environmental sustainability but also enhance community recognition and support for energy policies. In the future, other local governments can draw from this model to establish inter-departmental cooperation mechanisms that promote more citizen -driven social innovation projects. |
