| Abstract: | 本研究探討宗教型非營利組織在無家者服務中所扮演的角色與所面臨之挑戰，選擇救世軍台北街友關懷中心為研究個案。研究以社會支持理論與污名理論為分析框架，運用半結構式深度訪談與文件分析方法，深入瞭解救世軍台北街友關懷中心的服務模式、資源運用、信仰融入及賦權實踐，並剖析服務過程中的困境與限制。研究發現，救世軍透過多元且整合性的社會支持措施，有效協助無家者滿足基本生理需求與安全感，透過情感陪伴與靈性關懷提升其自尊與自我價值，減輕污名帶來的心理壓力與社會排斥；部分無家者更透過參與服務轉變角色，由被動受助者成為主動貢獻者。然而救世軍亦面臨來自社區排斥（鄰避效應）、資源與人力短缺、財務不穩及組織內部決策保守等多重結構性挑戰，導致服務效能與持續性受限，甚至最終關閉服務據點，對協助之對象帶來衝擊。本研究透過深入解析這些議題，闡明宗教型非營利組織的服務貢獻與制度困境，建議未來需強化資源永續、跨部門合作、社區溝通與污名消除策略，方能真正協助無家者有效回歸社會。
This qualitative case study examines the roles and challenges of religious nonprofit organizations in serving people experiencing homelessness, focusing specifically on The Salvation Army’s Taipei Homeless Caring Center. Guided by social support and stigma theories, this research employs semi-structured interviews and document analysis to explore the center’s service delivery practices, resource management strategies, religious integration, empowerment methods, and associated operational barriers. Findings reveal that The Salvation Army implemented diverse, integrated social support mechanisms addressing the multidimensional needs of homeless individuals, encompassing basic physiological necessities as well as emotional and spiritual well-being. This holistic service model enhanced participants' self-esteem, alleviated stigma-related psychological distress, and facilitated transformative role shifts, enabling some individuals to evolve from passive recipients of aid into active community contributors. However, the organization also faced significant structural challenges, including community resistance (NIMBYism), limited human and financial resources, and conservative internal governance practices. These barriers ultimately led to the center’s closure, adversely impacting the individual’s receiving assistance. By highlighting these operational contributions and systemic constraints, this study underscores critical implications for ensuring sustainable resource allocation, strengthening cross-sector collaboration, enhancing community engagement, and reducing social stigma. The findings provide valuable insights for policymakers and nonprofit practitioners committed to improving homelessness services and advancing social inclusion. |
