    摘要: 因為連長職務不僅是許多軍官職涯的初階主官職,亦需管理規模約60至180人的中等組織,涉及作戰、作戰支援及勤務支援等多樣化任務。這要求連長具備高度適應性和時代感應的職能。隨著數位化轉型在民間及公共領域的廣泛推進,培養與數位技術相結合的能力顯得尤為重要,不僅可提升工作效率,亦能緩解工作負擔。
    本研究旨在藉由探究國內公務人員數位職能及國外機構與軍事相關數位職能研究,探討陸軍基層連隊之連長(含中隊長等類似職務)在數位化時代所需的數位核心職能,並且同時探討連長在軍官培養過程中,可以做為建立連長數位職能的教育建議方式。
    研究過程首先藉由文獻探討彙整國內外數位職能研究中可為連長數位職能參考之數位職能,運用混合研究方法,先以深度訪談方式進行質性研究,針對12位陸軍現役營、連級及教官幹部進行連長數位職能的探究,再以層級分析法(AHP)針對25位陸軍校階幹部組成專家小組,進行量化研究。經由本研究的結果,將連長所需的數位職能,彙整為14項數位職能,分別為創新治理、需求分析、數位智慧知識、整合∕管理∕運用∕裁決∕採用、溝通與合作、發展數位內容、發展新架構來結合現有科技與虛擬實境應用技術、風險評估與管理、數位資料管理、評估∕過濾∕安全、數位環境安全、發展資料安全與反網路犯罪技術、發展AI機器學習、發展雲端技術與虛擬實境科技運用,以作為本研究對於連長職務所需之數位職能參考與建議。
    並在進行深度訪談過程中,藉由數位職能的探究,研討連長數位職能培養的建議,區分為學校教育以及在職教育兩個主要的培養機會,其中學校教育建議以新增課程方式以及部分融入現有課程方式,結合現有的基礎、進修教育及營連長講習班機會,進行未來成為連長的軍官所需的數位職能培養。在職教育部分則藉由講習教育、實作教育及短期訓練方式,將數位職能帶入現已在連長職務,不適合長期離開職務接受教育的軍官幹部進行數位職能培養。
    期許藉由以上探究的連長所需的數位職能及數位職能培養方式,可以協助陸軍基層連隊連長數位職能的建立與培養,更能適應現今的數位化時代環境。
    The position of company commander is not only an entry-level command position for many officers but also requires managing a medium-sized organization of approximately 60 to 180 personnel. This role involves diverse tasks, including combat operations, combat support, and logistical support, necessitating a high level of adaptability and contemporary awareness. With the widespread advancement of digital transformation in both the private and public sectors, cultivating capabilities integrated with digital technologies has become increasingly important. These capabilities not only enhance work efficiency but also alleviate the workload.
    This study aims to explore the core digital competencies required for Army company commanders (including similar positions such as squadron leaders) in the digital era by examining digital competencies among domestic civil servants and relevant digital competency research from foreign institutions and military organizations. Additionally, this study seeks to provide educational recommendations for developing company commanders’ digital competencies within the officer training process.
    The research process first involves a literature review to consolidate digital competencies that can serve as references for company commanders. A mixed research method is employed, beginning with qualitative research through in-depth interviews. A total of 12 active-duty Army battalion, company, and instructor-level officers were interviewed to explore digital competencies required for company commanders. This is followed by a quantitative study using the Analytic Hierarchy Process (AHP), conducted with an expert panel of 25 field-grade Army officers.
    Based on the findings of this study, 14 digital competencies necessary for company commanders are identified, categorized as follows: innovative governance, needs analysis, digital intelligence knowledge, integration/management/utilization/decision-making/adoption, communication and collaboration, digital content development, development of new frameworks integrating existing technology and virtual reality applications, risk assessment and management, digital data management, evaluation/filtering/security, digital environment security, development of data security and anti-cybercrime techniques, development of AI machine learning, and development of cloud technology and virtual reality applications. These competencies serve as key references and recommendations for company commanders.
    During the in-depth interview process, recommendations for the development of company commanders' digital competencies were further examined. Training opportunities were categorized into two major areas: formal education and on-the-job training. Formal education is recommended to be incorporated through the introduction of new courses and partial integration into existing curricula, utilizing current foundational, advanced training, and company commander courses to cultivate digital competencies for future company commanders. On-the-job training is recommended through workshops, hands-on training, and short-term courses to develop digital competencies for officers currently serving as company commanders who cannot afford extended absences from their posts.
    By identifying and cultivating the necessary digital competencies for company commanders through this research, this study aims to assist Army company commanders in adapting to the digitalized operational environment and enhancing their effectiveness in the modern military landscape.
