This study applies Cohen and Felson's (1979) Routine Activity Theory to explore the factors contributing to victimization in cyberbullying among Taiwanese adolescents. According to Routine Activity Theory, criminal incidents are more likely to occur when a motivated and capable offender encounters a suitable target in the absence of a capable guardian. Based on this theoretical framework, the study analyzes three elements: "motivated and capable offenders," "suitable targets," and "absence of capable guardians," to explain the occurrence of cyberbullying and propose preventive measures. Data from the second wave of the Taiwan Communication Survey (2017, Research Institute for the Humanities and Social Sciences, National Science and Technology Council) were used, involving a sample of elementary, junior high, and high school students (N = 1,852). Results indicate that the primary forms of cyberbullying experienced by adolescents include "being spoken about maliciously or falsely," "being insulted, mocked, or teased," and "having private information exposed." While the amount of time spent on video games, and parental involvement showed no significant correlation with victimization, video game addiction and internet dependence are significantly related to cyberbullying behavior, highlighting a cyclical relationship between addictive behaviors and both perpetration and victimization. The study suggests strengthening parental and school surveillance mechanisms, alongside providing educational and psychological interventions for adolescent internet use, to mitigate the occurrence of cyberbullying.
