    Title: Are Taiwan private universities ready for a tsunami in the era of under-enrolment? Exploring Taiwanese private higher education in typology, regulatory framework, and emerging crisis

    Abstract: In the 1980s, a significant growth of Taiwan’s private higher education (PHE) paralleled the political transition, social movement, as well as economic development. This paper discusses typology, state regulation, current challenges and future perspectives of PHEIs in Taiwan, referring to the changes in the policy environment from state-steering model to a pluralist-market one. There are three major findings in the study. First, in the era of under-enrolment, financial issues have led to the closure of several demand absorbing institutions. Second, a couple of semi-elite and under semi-elite private universities are seeking more external resources to enhance their academic strengths and global competitiveness in the global rankings and governmental funding. Third, the Ministry of Education launched the ‘exit plan’ scheme to resume its control over those under-enrolled PHEIs.
