    摘要: 本論文聚焦於臺灣「新南向政策」的八年成果(2016-2024)評估研究。在美中貿易戰與地緣政治競爭加劇的背景下，新南向政策超越了原本被設定的「降低對中國經濟依賴」目的，發展成為深化臺灣與東南亞、南亞及紐澳等鄰近國家合作關係的重要戰略。
    研究採用「生存鏈」(Survival Chain)作為創新的分析理論框架，探討新南向政策如何透過醫療、教育、農業等民生領域的合作，建構與鄰近國家的互惠共生關係。研究運用質性與量化的混合研究方法，除了分析政府文件、學術文獻外，也透過全國電話民意調查(n=1085)，評估臺灣民眾對新南向政策的態度。
    研究發現，67.2%的民眾知悉新南向政策，87.3%支持加強與亞洲鄰近國家合作。在四大合作領域中，經貿合作(87.5%)與人才交流(85.5%)的成效最受肯定。79.5%的民眾支持政策持續推動，但 64.2%擔憂中國因素可能形成阻礙。
    本研究提出「生存鏈」理論創新，突破過去僅聚焦經貿或供應鏈的視角，強調透過民生領域的多層次合作，建構區域互助網絡。研究建議未來新南向政策應加強資源共享與區域連結，並因應中國因素的影響調整策略。
    This study focuses on evaluating Taiwan's New Southbound Policy's (NSP) achievements from 2016 to 2024. Against the backdrop of US-China trade tensions and intensifying geopolitical competition, the NSP has evolved beyond its original aim of reducing economic dependence on China to become a crucial strategy for deepening cooperation between Taiwan and neighboring countries in Southeast Asia, South Asia, and Australia-New Zealand.
    The research introduces the innovative theoretical framework of "Survival Chain" to examine how the NSP constructs mutually beneficial symbiotic relationships with neighboring countries through cooperation in various aspects of daily life, including healthcare, education, and agriculture. The study employs a mixed-methods approach, combining qualitative analysis of government documents and academic literature with a nationwide telephone survey (n=1,085) to assess public attitudes toward the NSP.
    The findings reveal that 67.2% of respondents are aware of the NSP, with 87.3% supporting enhanced cooperation with Asian neighbors. Among the four cooperation areas, economic cooperation (87.5%) and talent exchange (85.5%) received the highest recognition. While 79.5% of respondents support the policy's continuation, 64.2% express concerns about potential Chinese interference.
    This research contributes to the innovative "Survival Chain" theory, moving beyond traditional focuses on trade or supply chains to emphasize how multilevel cooperation in daily life aspects can build regional support networks. The study recommends strengthening resource sharing and regional connectivity while adjusting strategies to address Chinese influence in future NSP development.
