Abstract: | 雖然中華民國的水果出口2013年至2021年間,中華人民共和國是中華民國最大的水果進口國,反映兩岸經濟關係根深蒂固。然而,2021年中華人民共和國海關總署突然實施的進口禁令擾亂了這項貿易。這項研究揭示了此類禁令如何在兩岸關係背景下被用作政治工具,強調貿易、地緣政治和經濟槓桿的交叉點。這項定性研究重點關注2021 年至2024 年的特定水果,包括金鑽鳳梨、鳳梨釋迦、黑糖芭比蓮霧、柑橘類水果和愛文芒果。商等利害關係人的深入訪談、出口商、研究人員和政策制定者在2023年3月至2024年5月期間對中華民國和國際市場進行了文獻分析和實地觀察。透過綜合分析,研究發現,中華人民共和國對中華民國水果的貿易禁令主要是出於政治動機,旨在向中華民國政府施壓、影響民意、塑造中華民國主權論述。中華民國水果出口的經濟規模雖然不大,但像徵意義卻十分重大。中華民國對貿易禁令的反應既涉及經濟調整,也涉及政治措施,這些措施取決於其更廣泛的國際關係,特別是與美國和其他盟友的關係。 Between 2013 and 2021, China was Taiwan’s largest fruit importer, reflecting deeply rooted Cross-Strait economic ties. However, the sudden 2021 import ban by the General Administration of Customs of China (GACC) disrupted this trade. This research unpacks how such bans are used as political tools within the context of Cross-Strait relations, highlighting the intersection of trade, geopolitics, and economic leverage. This qualitative research focuses on specific fruits including Golden Diamond Pineapples, Pineapple Custard Apples, Brown Sugar Barbie Wax Apples, Citrus Fruits, and Aiwen Mangoes from 2021 to 2024. The study combines in-depth interviews with stakeholders comprise of farmers, fruit collectors, wholesalers, exporters, researchers and policy makers conducted between March 2023 and May 2024, documentary analysis, and field observations in Taiwan and international markets. Through this comprehensive approach, the study found that China’s trade bans serve as a form of economic coercion on Taiwanese fruit are primarily politically motivated, aimed at exerting pressure on Taiwan’s government, influencing public sentiment, and shaping Taiwan’s sovereignty discourse. Although the economic scale of Taiwanese fruit exports is relatively modest, their symbolic significance is substantial. Taiwan’s response to trade bans involves both economic adjustments and political measures which shaped by its broader international relations, particularly with countries like the United States and other allies. |
