    Abstract: 本研究聚焦於臺灣金融業在推動住宅房貸業務永續轉型中的角色，旨在透過綠色貸款推動住宅建築的節能減碳，助力達成2050年淨零排放的國家目標。隨著全球氣候變遷問題加劇，住宅建築因數量龐大而累積出顯著的碳排放量，成為建築部門減碳的重要關注對象。本研究首先分析臺灣現行綠建築政策及技術應用現況，並探討金融業如何透過房屋綠色貸款引導低碳轉型。根據研究結果，臺灣現行的減碳政策多聚焦於新建建築，對於既有住宅的節能改造與碳排放評估尚有改善空間。因此，本研究設計了一份標準化的「房屋貸款減碳應用表單」，提供金融業在房貸審查中的減碳參考工具，以支持綠色房貸業務發展。

    本研究之貢獻在於為金融業提供具體的評估工具及政策建議，以補足房貸業務減碳政策上的不足，並提出可行的綠色貸款策略。透過文獻分析及政策建議，本研究進一步提出金融業在提升住宅能源使用效率中的角色，期望能促使銀行在綠色貸款業務中融入減碳考量，最終協助臺灣達成住宅建築部門的永續發展目標。
    This study focuses on the role of Taiwan's financial industry in driving the sustainable transformation of residential mortgage lending, aiming to promote energy efficiency and carbon reduction in residential buildings through green mortgages, thereby contributing to the national goal of achieving net-zero emissions by 2050. With the worsening of global climate change, residential buildings, due to their large numbers, have cumulatively produced significant carbon emissions, making them a key target for carbon reduction in the construction sector. This research first analyzes the current green building policies and technological applications in Taiwan and explores how the financial industry can facilitate low-carbon transformation through green mortgage lending. According to the findings, Taiwan's existing carbon reduction policies primarily focus on new constructions, leaving room for improvement in energy efficiency renovations and carbon emissions assessments for existing residential buildings. Therefore, this study develops a standardized "Green Mortgage Assessment Form" as a reference tool for financial institutions to incorporate carbon reduction considerations into their mortgage review processes, supporting the growth of green mortgage business.

    The contribution of this research lies in providing concrete assessment tools and policy recommendations to address the current gaps in carbon reduction policies for mortgage lending, while proposing feasible green mortgage strategies. Through literature review and policy analysis, this study further explores the role of the financial industry in improving residential energy efficiency, aiming to encourage banks to integrate carbon reduction considerations into their green mortgage offerings, ultimately assisting Taiwan in achieving sustainable development goals in the residential construction sector.
