    Title: 逆全球化下美國媒體的風險敘事：以台積電設廠美國為例

    Abstract: Beck（1999）論及的世界風險社會著重於全球風險擴散的「廣泛性」，然而， 「逆全球化」向風險社會展示的是「風險的逆轉」，以及其可能引發的不可預期危機。以此為研究起點，拓展世界風險社會的另一種研究可能，本文關切未被強調的 「逆方向」世界風險社會視野：「逆全球化」意味著風險回歸於本土，此時也挑戰政府治理的合法性危機，風險何以被言說，也成為本研究關注的焦點。本篇分析取材以「台積電設廠美國」做為逆全球化事件分析，探問美國主流媒體與地方媒體如何建構逆全球化風險社會下的工業製造風險，從其「顯著性」及「重複性」的議題論述，探究風險論述權力的意義爭奪。研究發現，逆全球化發展更彰顯了國家政治力強制干預「製造不確定性」，其浮現風險敘事特質，包含國安與經濟發展做為逆全球化的合理性治理、隱蔽的風險不存在於媒體風險敘事、符合國家利益才是「有價值」的風險。
    Beck (1999) world risk society focuses on the widespread of risk spreading. However, it is unable to encompass the "deglobalization" which shows the "reversal of risks". This research focuses on the overlooked "reverse direction" perspective, exploring the possibility of extending world risk society. "deglobalization" implies the localization of risks and calls into question the legitimacy of state governance. The aim of the study is to examine how mainstream and community media discourse the risks of industrial manufacturing in the deglobalization risk society based on the case of "Taiwan Semiconductor Manufacturing Company builds a fabrication in the United States". The study examines the risk narratives through the discourses of "meaning" and "repetition" of the news reports. The research findings reveal that it highlights the strong political intervention of state power in "manufactured uncertainties" toward globalization. The most obvious finding to emerge from this study is that (1) the narratives of risk involve the legitimacy of governance through political and economic crisis under deglobalization, 2 (2) the absence of risks that do not appear in media risk narratives, and (3) only "valuable" risks that coincide with national interests.
