    Title: Exploring collaborative platforms for disaster risk reduction in Taiwan: Strategies and challenges for effective management

    Abstract: Governments are currently endorsing and implementing strategies to establish diverse platforms fostering collaborative efforts among different stakeholders to achieve long-term policy goals in disaster risk reduction (DRR). However, there is an ongoing need for theoretical and empirical research to gain a better understanding of and effectively manage these collaborative platforms. This study focuses on three DRR collaborative platforms in Taiwan: the Disaster Information Platform, the ITDR (Innovative Technology for Disaster Reduction) platform, and the Public Alert Open Data Platform. Data is gathered from in-depth interviews and focus group interviews. The paper proposes a theoretical framework and utilizes platform positioning, operation, and strategy and performance as three fundamental dimensions to analyze interview data. Apart from delineating the integrative characteristics of DRR collaborative platforms, this study consolidates key factors and challenges for the sustained operation of these platforms and fosters a meaningful dialogue between theory and practice.
