| Abstract: | 隨著世界二元體系的終結，在冷戰後國與國之間的戰爭逐漸減少，然而國家內發生的內戰數量卻不斷增加，當國家無力維持實質統治，國內戰亂動盪，就會有難民及國內避難民的產生，敘利亞是目前世界上最大的難民產生國，在國內情勢不斷惡化的背景下，難民不斷逃離原生國尋求庇護。
日本為難民條約簽訂國，面對敘利亞難民問題，除了針對赴日申請難民資格認定的敘利亞人，經法務省出入國管理局審核，依據實際狀況給予難民資格外，也會基於人道考量予以暫時收容，然而，日本審查通過賦予難民資格的人數極低，被外界賦予「難民鎖國」的形象，近年來日本政府在原先的審查制度外，透過企業實現企業社會責任、留學生制度、第三國入住等制度，為難民認定與保護難民增加更多的彈性。
本論文將由日本國內的視角，檢視當前在日敘利亞難民收容政策的現況，其次由外交及安全保障政策的視角，檢視日本在國際上是如何因應敘利亞難民問題，以人類安全保障的理論確認日本的難民政策在國內與國外兩個面向是否具備政策連貫性，最後探討敘利亞難民問題對日本難民政策發展的影響。
With the end of the world's dual system, wars between countries have gradually decreased after the Cold War. However, the number of civil wars within countries has continued to increase. When countries are unable to maintain substantive rule and domestic wars and turbulence occur, there will be refugees and internal asylum. Syria is currently the largest refugee-producing country in the world. Against the background of the deteriorating domestic situation, refugees continue to flee their country of origin to seek asylum.
Japan is a signatory to the refugee treaty. When faced with the Syrian refugee issue, in addition to granting refugee status based on the actual situation after review by the Immigration Services Agency, Syrians who apply for refugee status in Japan will also be temporarily accommodated based on humanitarian considerations. , however, the number of people in Japan who have passed the review and been granted refugee status is extremely low, and the outside world has given it the image of a "refugee lock-in". In recent years, in addition to the original review system, the Japanese government has implemented CSR, international student systems, third country resettlement, to add more flexibility to refugee identification and protection.
This paper will examine the current situation of Japan's policy on accepting Syrian refugees from a domestic perspective. Secondly, it will review how Japan responds to the Syrian refugee issue internationally from the perspective of foreign and security policies. By applying the theory of human security, the paper will assess whether Japan's refugee policies are coherent in both domestic and international dimensions. Finally, it will explore the impact of the Syrian refugee issue on the development of Japan's refugee policy. |
