Abstract: | 在2023年9月,美國總統喬·拜登訪問了河內,將美越雙邊關係提升為全面戰略夥伴關係,並簽署了聯合聲明。不久之後,中國國家主席習近平也訪問了河內,與越南總書記阮富仲簽署了聯合聲明,旨在加強中越合作。這突顯了越南在兩大國之間的戰略地位,也反映了越南與中國的複雜關係以及與美國的微妙互動。本文研究了越南作為中等國家在大國競爭中的外交政策,考慮到國家意識形態和南海緊張局勢等關鍵因素。越南通過其不結盟政策(最近被稱為“竹子外交”)保持中立。多邊主義對於越南而言是確保其利益而不與大國直接對抗的關鍵。在2020-2021年全球疫情期間,越南在國際和地區機構中扮演了非常積極的角色,達到了中等國家的地位。總體而言,本研究發現,意識形態對於理解越南的政治體系至關重要,也反映在該國的外交政策中。儘管國際媒體強調了美越關係,但保持與中國的穩定關係仍然是越南決策者的“首要任務”。此外,多邊外交在疫情之前已確立,但疫情期間越南的國際聲譽得到了提升,領導層更加重視外交和多邊主義,帶來了越南的內外成功,促進了與全球主要國家的有利關係。 In September 2023, U.S. President Joe Biden visited Hanoi, elevating U.S.-Vietnam bilateral engagement to a Comprehensive Strategic Partnership and singed a Joint Statement. Shortly after, President Xi Jinping also visited Hanoi, signing a Joint Statement with Vietnamese General Secretary Nguyen Phu Trong to enhance China-Vietnam collaboration. This highlights Vietnam's strategic positioning between two great powers, yet also reflects the complex relationship with China and the nuanced engagement with the U.S. This thesis investigates Vietnam's foreign policy as a middle power amidst great powers rivalry, considering national ideology and South China Sea tensions as crucial elements of the puzzle. Vietnam maintains neutrality through its non-alignment policy, recently labelled as "bamboo diplomacy." Multilateralism is key for Vietnam to secure its interests without direct confrontation. In 2020-2021, during the global pandemic, Vietnam adopted a very proactive role in international and regional institutions, reaching the middle-power status. Overall, this research found that ideology, un-neglectable to understand Vietnam’s political system, it is also reflected in the country’s foreign policy. Maintaining a stable relation with China continues to be the “top priority” of Vietnamese policymakers, despite international media emphasized on the U.S.-Vietnam relations. Additionally, multilateral diplomacy was already established pre-COVID-19, yet the pandemic’s year boosted Vietnam's international prestige, leading to an increase of emphasis the leadership places on diplomacy and multilateralism, bringing Vietnam’s internal and external success, fostering favorable relationships with key global players. |
