| Abstract: | 南海是當前最有可能爆發戰爭的地區之一，本研究目的在於探討中共和美國在南海爭端的戰略目標，透過探討戰略部署的關鍵因素，並深入分析中美在南海爭端過程所採取策略，包括：外交、軍事、經濟和多邊協議等，且試圖評估中美在南海爭端的戰略互動與博奕作為等分析。本研究發現：（一）地緣政治因素：中共填海造陸活動引發區域的安全風險，加以「九段線」的主張也引起爭議，且超出國際法範圍。（二）戰略目標分析：在21世紀美國獨大、中共崛起、國際法政治力量衰疲的背景之下，南海成為周遭國家爭奪主權領土、海洋資源等，以及中共填海造陸、大量部署軍事設備的行為，加以美國利用強大的海空力量來捍衛「航行自由」，主張維護區域和平，導致南海情勢逐漸升溫，但不論哪一類現實主義理論卻都沒有提到強國互相扶持共贏的策略。（三）戰略部署與影響：兩國在南海地區的戰略部署各有目標，皆是採取軍事化威脅戰略作為，引發局勢更加緊張，在此情況下，《南海行為準則》和《聯合國海洋公約》成為兩國表達強國意志的平台，故依據研究結論並擬具研究建議。
The South China Sea is one of the most likely regions to witness a conflict in the current scenario. The purpose of this study is to explore the strategic objectives of both the People's Republic of China (PRC) and the United States in the South China Sea disputes. Through examining the key factors of strategic deployment and analyzing the strategies adopted by both China and the U.S. in the South China Sea disputes, including diplomatic, military, economic, and multilateral agreements, this study seeks to evaluate the strategic interactions and maneuvers between China and the U.S. in the South China Sea disputes.This study finds that: (1) Geopolitical factors: China's land reclamation activities in the region pose security risks, and its assertion of the "nine-dash line" has sparked controversy, exceeding the scope of international law. (2) Analysis of strategic objectives: In the context of U.S. dominance in the 21st century, China's rise, and the weakening of international legal political forces, the South China Sea has become a battleground for neighboring countries to compete for sovereignty, territory, marine resources, etc. Additionally, China's land reclamation and extensive deployment of military equipment, combined with the U.S.'s use of its powerful maritime and air forces to defend "freedom of navigation" and advocate for maintaining regional peace, have led to escalating tensions in the South China Sea. However, none of the realism theories mentioned propose a strategy of mutual support and win-win cooperation between major powers. (3) Strategic deployment and impact: Both countries have their own objectives in the South China Sea region, adopting a strategy of militarized threats, which has further intensified the situation. In this context, the "Code of Conduct in the South China Sea" and the "United Nations Convention on the Law of the Sea" serve as platforms for both countries to express their strong national will. Based on the research conclusions, recommendations are formulated. |
